It rained during the annual senior barbecue hosted by the Town of Rangely in Elks Park but it didn’t keep more than 100 people from attending including Reinhard Fricken. Fricken celebrated his 100th birthday. Tuesday evening Rangely mayor Paula Davis and town trustees, congratulated Gail Palmer (left) “for her honor and commitment to earn the Epsilon Sigma Alpha Certified Volunteer of America,” award, read a proclamation from the mayor. Members who complete ESA’s Pallas Athene program at the highest level receive official designation as Certified Volunteers of America. Palmer joined Epsilon Chi in 1968 and earned her fourth degree Pallas Athene at 15,000 points in March 1978. On May 12, 2011 she was awarded the fifth degree Pallas Athene award after earning 35,000 points.
