You are hereby invited to bid for the construction of the Water Tank Drain Lines Project for the Town of Meeker. This project includes the construction or lining of approximately 680 linear feet of water line and the installation of appurtenant fittings. The project site is located at the north end of 7th Street to Pine Street. The Project Owner is the Town of Meeker. The Project Engineer is Chris Hale, P.E. of Mountain Cross Engineering, Inc. in Glenwood Springs.
A complete set of plans, specifications and contract documents may be obtained after April 8th, 2019 from the offices of Mountain Cross Engineering, Inc. (970-945-5544) or at the Meeker Town Hall, 345 Market Street. A mandatory pre-bid meeting will be held at the Meeker Town Hall, 345 Market Street, on Wednesday, May 1st, 2019, at 10:30 a.m.
Bid Proposals shall be mailed or delivered to Meeker Town Hall, 345 Market Street, Meeker, CO 81641 by 7:00 p.m., Wednesday, May 7th, 2019 at which time bids will be opened and read aloud. The Town Board of Trustees will award the bid on Tuesday May 21st, 2019 at 7:00 p.m. at Town Hall, 345 Market Street in Meeker. Each bid must be accompanied by a bid bond or a check in the amount of 10% of the bid made payable to The Town of Meeker as bid security, along with 3 references for similar work. Performance and Payment Bonds are required. The successful bidder must maintain workers compensation and general liability insurance in the amount of no less than $1,000,000 during the project.
The Town reserves the right to reject any and all bids; to change, add, or amend the specifications; to waive any informalities; and the right to disregard all non-conforming or conditional bids or counter proposals. Each proposal shall be reviewed and considered consistent with the provisions of the Town of Meeker Purchasing Policy. All bids shall be sealed and “Meeker Water Tank Drain Lines Bid” written on the front of the envelope.

Topic: Final Phase of Wastewater Treatment Plant Improvements Project
A Public Meeting will be held to inform citizens and solicit public input, both written and oral, regarding the final phase of the Town of Dinosaur’s (Town) wastewater treatment improvements project to address the Town’s Discharge Permit Compliance Schedule. The Public Meeting is required by the State of Colorado’s Water Pollution Control Revolving Fund (WPCRF) loan program that is being used to fund a portion of the project. The purpose of the Public Meeting is to discuss alternatives evaluated, the preferred alternative selected, projected costs and any possible rate increases (if any) necessary to fund the improvements, and construction related and/or environmental concerns of the project.
A brief summary of the nature and scope of the proposed improvements, the associated projected costs, and project schedule are provided below. The meeting is open to the public and interested parties are encouraged to attend and participate.
General Background
The Town currently operates a 2 cell non-discharging evaporative lagoon system that relies entirely on evaporation for wastewater treatment and effluent disposal that was originally constructed in the early 1980’s. The evaporative lagoon system consists of two earthen lagoon cells that are approximately equal in size and surface area. The original lagoons were lined with a native clay or bentonite liner to prevent leakage.
In 2008, the Town was notified by Colorado Department of Public Health and Environment’s (CDPHE) Water Quality Control Division (Division) that the Town’s Discharge Permit would not be renewed due to concerns that seepage rates may be exceeding allowable limits. As a result, the Town completed a Preliminary Engineering Report (PER) in 2013 and a Project Needs Assessment (PNA) in February 2019 to identify and assess possible treatment facility improvements.
The following treatment alternatives were evaluated in the PER and PNA:
Modifications/improvements to the existing evaporative lagoon facility to install synthetic liners in each lagoon.
Construction of a new aerated lagoon treatment facility with discharge to Dripping Rock
Creek, a tributary to the White River.
The preferred alternative identified in the PER (and repeated in the PNA) was to upgrade the existing evaporative lagoon system to bring it into compliance with seepage criteria. The preferred alternative was determined to be the most cost-effective from both a capital investment and operational standpoint, and consumes the least amount of energy.
Previous and Proposed Improvements
After the PER was completed the Town embarked on a multi-phased project. Previous phases consisted of constructing a new headworks structure with continuous flow monitoring that was completed in 2014 (Phase I), and installing a synthetic liner in the then inactive Lagoon Cell #2 that was completed in 2017 (Phase II). After Phase II was completed, all flows were diverted directly into Lagoon Cell #2, and Lagoon Cell #1 was taken off-line and pumped dry in anticipation of completing Phase III.
The proposed Phase III improvements are the final phase of the multi-phased project and builds on the previous phases of the project. Phase III consists of the following major items:
Removal of dried biosolids from the now inactive Lagoon Cell #1,
Installation of a synthetic liner in Lagoon Cell #1 with a passive gas vent piping system installed underneath the synthetic liner.
Installation of new concrete inlet and outlet piping structures.
The Phase III improvements are to be constructed in two separate phases. The first phase
(Phase IIIA) is to remove biosolids in the inactive/dry Lagoon Cell #1. Biosolids are being land applied for beneficial use to an agricultural field referred to as the Prater Field in Rio Blanco County (CDPHE Notice of Authorization (NOA) BMP #2374). Phase IIIB consists of installing a synthetic liner in Lagoon Cell #1 and associated appurtenances once the biosolids have been removed. Completion of Phase III will bring the Town’s wastewater treatment facility into compliance for a non-discharging two cell evaporative lagoon system.
Estimated Cost and Project Funding
The estimated construction cost for Phase IIIA is $180,000 for which the Town received a Colorado Department of Local Affairs (DoLA) Energy Impact Assistance Fund (EIAF) grant. The estimated construction cost for Phase IIIB is $630,000. The Town has been awarded a Community Development Block Grant (CDBG) from DoLA for the Phase IIIB improvements with the balance of the project costs to be funded through the WPCRF loan program. The Town received approval from the Town’s electorate in the November 2018 election to incur the
long-term debt in anticipation of the WPCRF loan.
Environmental Review
In an effort to identify potential environmental issues with the project, an Environmental Report was completed in accordance with the CDBG environmental review process. Based on informal consultation with state and federal agencies, it is anticipated that the project will qualify for a categorical exclusion to the National Environmental Policy Act (NEPA), since all of the improvements are contained within the existing treatment facility.
Project Schedule
Proposed construction for the project is scheduled to commence in 2019 with completion expected by the end of 2019.

THE BOARD OF COUNTY COMMISSIONERS OF RIO BLANCO COUNTY is soliciting bids for the design and fabrication of a 66 lineal foot pre-cast 10 ft. by 9 ft. Concrete Box Culvert. Bid shall include delivery to job site at RBC Rd. 5, approx. mile post 15.82, after scheduling with the County Construction Contractor.
BID DOCUMENTS
Bid Documents shall be available on-line April 18, 2019 at www.rbc.us, Public Announcements Page, and www.govbids.com/scripts/co1/public/home1.asp.
COUNTY REPRESENTATIVE
Van Pilaud, County Engineer, (970) 878-9590, Fax (970) 878-3396. Any questions regarding this bid are to be directed in writing to Van Pilaud before Thursday, May 9, 2019 at noon at the above fax number.
DELIVERY AND PAYMENT
Concrete Box Culvert shall be delivered to the job site at Rio Blanco County Road 5, approx. mile post 15.82, when it is needed by the County Construction Contractor. Coordination is required between the Concrete Box Culvert fabricator and the County Construction Contractor selected to install the Concrete Box Culvert.
Bid price shall be F.O.B. job site. Payment shall not be made upon delivery. The county’s regular accounts payable schedule shall be followed.
BID SUBMITTALS
Bids shall have Vendor’s name and address and “2019 Concrete Box Culvert Bid” written on the sealed envelope. Mailed bids are due no later than 4:00 P.M. on Friday, May 10, 2019. Hand-delivered bids will be accepted until 10:45 A.M. on date of bid opening. Do not depend on overnight delivery.
