ORDINANCE NO. 4, Series 2011 AN ORDINANCE ENACTING A CONTINGENCY BUDGET AND APPROPRIATIONS FOR THE TOWN OF MEEKER 2011 FISCAL YEAR FOR EMERGENCY EXPENDITURES IN EXCESS OF THOSE BUDGETED AMOUNTS IN THE TOWN’S GENERAL FUND AND ADDING A NEW DEPARTMENT TO THE TOWN’S GENERAL FUND, ENTITLED “MAIN STREET BUILDING”. WHEREAS, the Town of Meeker, the “Town” officially adopted a 2011 fiscal year budget, which appropriated monies and authorized expenditures in various budgetary funds for spending within the General Fund; and, WHEREAS, subsequent to the adoption of the Town’s 2011 budget, the Meeker RE 1 School District discontinued its use of the Meeker Elementary School building and the real property thereto, located at 455 Main Street, the “Building and Real Property”, and surrendered possession of the Building and Real Property to the Town on April 19, 2011; and, WHEREAS, the Town Board of Trustees could not foresee, at the time of the adoption of the Town’s 2011 budget, the extent of the Town’s expenses for insurance, utilities, building maintenance and related labor, equipment maintenance and supplies for the Building and Real Property, until the Town took possession of the Building and Real Property; and, WHEREAS, the Town Board of Trustees is authorized, pursuant to Colorado Revised Statutes, Article 1, Title 29, to enact a contingency appropriation and expenditure, as determined by a majority of the Town Board: and, WHEREAS, a public hearing was held on June 6, 2011, at a regular meeting of the Town Board at Town Hall, 345 Market Street, Meeker, Colorado, to which public hearing notice was given in the Rio Blanco Herald Times newspaper, published on June 9, 2011; and, WHEREAS, as said public hearing, the public was given the opportunity to voice its opinion concerning the proposed contingency appropriation and expenditure presented to the Town Board for its consideration and approval; and, WHEREAS, the Town Board finds the Town must immediately provide for the emergency expenses required for the care and maintenance of the Building and Real Property, since the Town has taken possession of the Building and Real Property, in order to safeguard them for any possible immediate and future uses by the citizens of the Town, therefore, it is in the best interest of the Town and its citizens to enact a contingency budget to provide for such appropriations and expenditures and to add a department to the General Fund entitled the “Main Street Building” for such funds. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF MEEKER, COLORADO: Section I: That for the 2011 fiscal year and thereafter, in the Town’s General Fund a department shall be added entitled the “Main Street Building”. Said department is to be used for the purpose of providing for the appropriation and expenditure of funds for the care, maintenance and any other expenses for the Building and the Real Property. Therefore, it is hereby authorized that Sixteen Thousand One Hundred and Two Dollars and no cents ($16,102.00) is hereby appropriated from the General Fund Reserve and is authorized to be expended in the Town’s General Fund for the above described expenses for the Building and Real Property. A copy of this ordinance shall be forwarded to the Colorado Department of Local Affairs. Section II: Upon adoption of this ordinance by a majority vote of the Town Board and by approval of the Mayor, this ordinance shall take effect upon adoption, as provided by law.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions. Individual top weight catch was Dave Metrovich and longest fish was Kevin Massey. First place team won by Rio Blanco Abstract: Erik Eckman, Adam Parrett, Dave Metrovich and Wayne Kirkpatrick. Second place team was Drake Consulting: Travis Kaiser, John Douglas, Tony Bartolomucci and Bob Brandeberry. Third place team Mr. Rogers and the Hood (accepted by Doug Rogers) Gary Rogers, Mark Beauchamp, Kyle Schutte and Rick Gunter. The white fish have been frozen and will be served at the annual White River Community Association fish fry fundraiser in June.
