Notice is hereby given that the following proposed construction activity warrants public comment: Midwest Soil Remediation Inc. is proposing to operate a portable thermal remediation unit for processing of petroleum contaminated soils. The unit will process up to 142,560 tons per year of petroleum contaminated soil. For permitting purposes, this source is considered to be a potential major source for New Source Review (NSR) program, Prevention of Significant Deterioration (PSD) program, and Title V Operating Permits program, for particulate matter, volatile organic compounds, and Hazardous Air Pollutants. By use of control equipment and limiting throughput, actual emissions will be reduced below the major source threshold levels for each of these programs. Particulate emissions will be controlled by a baghouse, Volatile Organic Compounds and Hazardous Air Pollutants will be controlled by a thermal oxidizer. Public comment is required in order to limit the source’s potential to emit, and to make permit conditions federally enforceable. This source is also subject to the Requirements of Regulation No. 7, Section V. which states that no person shall dispose of volatile organic compounds by evaporation or spillage unless Reasonably Available Control Technology (RACT) is utilized.
