SENIOR CITIZEN’S WATER RATE REDUCTION PROGRAM – If you live in a household with one family member who is 64 years or older, as shown by a birth certificate, school records, and military discharge documents or other supporting documentation acceptable to the Town of Meeker, you may qualify for a reduced water rate during the months of May through September. Eligible households receive the first 8,000 gallons of water free each month (a savings of $24.00 per month). Usage over 8,000 gallons per month will be billed at the rate of $1.00 cents per 1,000 gallons. To qualify for the program, the total gross family income for all residents of the household must be less than one thousand, four hundred eighty two dollars and fifty three cents per month ($1,482.53) or seventeen thousand, seven hundred ninety dollars and forty cents ($17,790.40) per year as evidenced by the federal income tax return/s for all household members for the year 2010. If you are not required to file an income tax return, please provide copies of all non taxable income received by the household for the year 2010. If you have been previously enrolled in this program, the Town has your proof of age on file and will only require that you provide the income tax return or written proof of non-taxable income.  In order to quality for the program for the month of May, please provide the town with the required information no later than May 20, 2011. OIL AND GAS CONSERVATION COMMISSION OF THE STATE OF COLORADO NOTICE OF PROPOSED UNDERGROUND INJECTION CONTROL PERMIT AND DESIGNATION OF THE LOYD FORMATION AS AN EXEMPT AQUIFER TO ALL INTERESTED PERSONS AND TO WHOM IT MAY CONCERN: The purpose of this notice is to solicit public comment on the Yellow Creek Federal 1-41-1 disposal well, a Class II injection permit submitted by BOPCO LP. The Yellow Creek Federal 1-41-1 disposal well has been drilled at a location 950 feet from the north line and 1053 feet from the east line of Section 1, Township 1 South, Range 98 West, 6th P.M., Garfield County, Colorado.  Class II injection wells are permitted and regulated in such a manner as to prevent the contamination of underground sources of drinking water and to ensure fluid emplacement and confinement within the permitted injection zones. Class II injection wells are permitted to inject waste generated from oil and gas exploratory and production operations. BOPCO LP has proposed to inject these fluids into the Loyd formation in the Yellow Creek Federal 1-41-1 well through perforations at depths of approximately 12,025-12,101 feet.  The Loyd formation is found from a depth of 12,019 feet to 12,347 feet in the Yellow Creek Federal 1-41-1 well. The Loyd formation water quality was determined from original analyses and contains approximately 9,600 mg/L. Based on the data supplied by the operator, the Loyd formation would qualify as exempt aquifers under this Commission’s Rule No. 324.B.a. in that: 1.The Loyd Formation, in this vicinity, does not currently serve as a source of drinking water, either public or private. Meeker, CO is the nearest population center and it is ~30 miles distant. There are no private residences within several miles of the subject well. 2.It cannot now and will not in the future serve as a source of drinking water because: It is situated at a depth which makes recovery of water for drinking water purposes economically impractical. The depth of the top perforation of the Loyd Formation in the subject well is 12,025′. 3.The total dissolved solids (TDS) content of the subject water is 9,600 mg/l. The TDS of the Loyd Formation well above the 3,000 mg/l threshold but below 10,000 mg/l. The Loyd Formation is not reasonably expected to ever be a supply to a public water system. The application exemption will include Lots 2, 3, and 4 of Section 36, Township 1 North, Range 98 West, Lots 5, 6, and 7 of Section 1, Township 1 South, Range 98 West, and Lot 11 of Section 6, Township 1 South, Range 97 West, 6th P.M, Rio Blanco County, Colorado. Public comments are encouraged and will be accepted, in writing at the Commission for a period of thirty (30) days after publication of this notice. If any data, information, or arguments submitted during the public comment period appear to raise substantial questions concerning this proposed injection well permit or the accompanying aquifer exemption, the Director may request that the Commission hold a hearing on the matter. If, within thirty (30) days after publication of this notice, the Commission does not receive a hearing request, which indicates there is a significant degree of public interest in a hearing on the designation of the aquifer exemption, and the disposal well permit is approved, then the Wasatch formation in the limited area described herein shall be considered exempt.
