PUBLIC NOTICE

Personal Property

Unless specifically exempt by law, all persons owning, possessing, or controlling taxable business personal property with a total actual value greater than $7,400 (per business, per county) are required to report the personal property to the county assessor by April 16,2018. Personal Property Declaration Schedules have been mailed to every business, or company known to own, possess, or control taxable personal property in the county. Non-receipt of a Declaration Schedule DOES NOT excuse taxpayers from declaring taxable business personal property to the assessor. Licensed equipment that has a SMM tag or Z-Tab is not required to complete a Personal Property Declaration Schedule. If you have not received a Declaration Schedule and own business personal property in Rio Blanco County, please contact the Rio Blanco County Assessor’s office at 970-878-9410.

Completed Declaration Schedules are due April 16, 2018. If you fail to file a Declaration Schedule, the assessor will establish a taxable value based on “best information available” and add a penalty of up to 25% of the valuation for the assessment of omitted property that is subsequently discovered.

Colorado law requires the county assessor to begin hearing objections to personal property valuations no later than June 15, 2018. Objections to personal property valuations must be postmarked, delivered, or presented in person to the Rio Blanco County Assessor’s office no later than June 29, 2018. If you have questions concerning your Notice of Valuation(s), please contact the Rio Blanco County Assessor’s office at 970-878-9410.

Real Property

Colorado law, C.R.S. 39-1-104(10.2), currently requires a two-year reassessment cycle for all real property in the state of Colorado with year 2018 being an intervening year. The 2018 Notices of Valuation (NOV) will be sent only to property owners who had a change in valuation from last year. Changes in value may be attributed to new construction, demolished property, etc. Notices of Valuation will be send on or around May 1, 2018. The NOV describes the property you own, gives the actual (or market) value for the prior and current years and describes the process to present objections to the assessor. If a property owner does not receive a Notice of Valuation (no change in value from last year), please check the “Actual Value” on the 2017 Property Tax Notice you received in January 2018 from the Rio Blanco County Treasurer. The Rio Blanco County Assessor will hear objections to real property classifications and 2018 valuations beginning no later than May 1, 2018. Objections to the valuation or classification of real property must be postmarked, delivered, or presented in person to the Rio Blanco County Assessor no later than June 1, 2018. NOTICE is hereby given that on the 26nd day of February, 2018 at Meeker, Colorado, final settlement will be authorized by the Rio Blanco County Board of County Commissioners with Long Wave Inc., having its principal place of business at 115 East California Avenue, Suite 400, Oklahoma City, Oklahoma 73104-24353, and by Long Wave’s primary subcontractor, Advance Wireless Solutions, Inc. having its principal place of business at 5151 Ward Rd, Unit #3, Wheat Ridge, CO 80033 on the June 20th, 2016 project known as “RBC’s Primary Tower Construction”for all work done by said CONTRACTORS.

1)Any person, co-partnership, association, or corporation who has an unpaid claim against the said project may at any time, up to and including the date specified in item 2 below, file a VERIFIED STATEMENT of the amount due and unpaid on account of such claims.

2)All such claims shall be filed with Blake Mobley, ICT Director, Rio Blanco County, 555 Main Street, Meeker, Colorado 81641 on or before February 26, 2018.

Sealed bids to upgrade Cremains Garden & Front Gate section; remove gravel sidewalk and apply concrete, replace gravel edging with sod, relocate sprinklers with minor irrigation work.  The deadline for bids is no later than 3pm on Monday April 2nd, 2018, at which time the bids will be opened and read aloud. The Meeker Cemetery District will award the bid on Thursday April 5th at 7pm at Meeker Highland Cemetery board room, 265 County Road 4, Meeker. The Cemetery reserves the right to reject any and all bids and waive any and all informalities, and the right to disregard all nonconforming or conditional bids or counter proposals.

Bids shall be mailed to Meeker Cemetery District PO Box NN, Meeker CO 81641 or delivered to Meeker Highlands Cemetery office 265 County Rd 4, Meeker or faxed (970) 878.4062. Mailed bids shall be sealed and marked “Meeker Highland Cemetery Cremains Garden and Front Gate Beautification Project Bid 2018” on the front of the sealed envelope.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
