LEGAL NOTICES: RIO BLANCO COUNTY 2009 Pavement Marking Paint Project REQUEST FOR BID PROJECT NAME, LOCATION AND GENERAL SCOPE OF WORK 2009 Rio Blanco County Pavement Marking Paint Project. Work for Rio Blanco County includes providing and installing approx. 5,148 Gallons of Pavement Marking Paint with Beads on approx. 103 miles of various county roads. CONTRACT DOCUMENTS Rio Blanco County Contract Documents shall be available on July 2, 2009 at the Rio Blanco County Road and Bridge Dept. 570 2nd Street, Meeker, Colorado 81641. PROJECT SUPERINTENDENT AND QUESTIONS Ron Leeper, Road & Bridge Coordinator, (970) 878-9590, Fax (970) 878-3396. Mailing address: Rio Blanco County Road and Bridge Dept., 570 Second Street, Meeker, CO 81641. All vendors must examine the sites and become familiar with all site conditions. Any questions regarding the project are to be directed in writing to Ron Leeper before Monday, July 20, 2009 at 4:00 P.M. at the above address or fax number. WORK SCHEDULE The Project shall start on or after August 17, 2009 and shall be complete by September 19, 2009. BID SUBMITTAL Vendor shall submit a sealed bid for this project which shall include all information required by the contract documents. Bids shall have Vendor’s name and address and “Sealed Bid for 2009 Pavement Marking Paint Project” written on the sealed envelope. Each bid must be accompanied by a Certified Check or Cashier’s Check in the amount of not less than five percent (5%) of the total bid, made payable to Rio Blanco County, Colorado, or by a Bid Bond in like amount executed by a Surety Company. Mail or hand-deliver to the Rio Blanco County Board of County Commissioners, at P.O. Box i, 317 E. Market Street, Meeker, CO 81641 before Thursday, July 23, 2009 at 4:00 P.M., OR, Hand-deliver to the Rio Blanco County Board of County Commissioners, at P.O. Box i, 317 E. Market Street, Meeker, CO 81641 until 11:00 A.M. on Monday, July 27, 2009. No bids shall be received Friday through Sunday, July 24th through July 26th. BID OPENING Bids shall be opened and read in public at 11:15 A.M. on July 27, 2009 at the Commissioners’ Meeting Room at 317 E. Market Street in Meeker. Bids submitted after 11:00 A.M.s hall be returned unopened. Bids submitted and opened shall not be withdrawn for 30 days thereafter. BID AWARD The Rio Blanco County Board of County Commissioners reserve the right to reject any or all bids; to waive any informalities in bids; and to accept the bid that, in the opinion of the Board, is in the best interest of the County of Rio Blanco, State of Colorado. The County also reserves the right to negotiate changes in project specifications with successful Vendor. Discrepancies between words and figures will be resolved in favor of words. Discrepancies between indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum. Discrepancies between the unit price and the unit price extension will be resolved in favor of the unit price times the unit to obtain the proper unit price extension. If the contract is to be awarded, Owner will give the Successful Vendor a Notice of Award within thirty days after the day of the Bid opening. This solicitation for bids may be canceled by the Town of Meeker, and any bid or proposal may be rejected in whole or in part for good cause when in the best interests of the Town of Meeker. The Town of Meeker reserves the right to reject any or all proposals or accept what is, in its judgment, the best bid. If a contract is awarded, it will be awarded to the lowest responsible and responsive bidder, in accordance with purchasing requirement of the Town of Meeker Personnel Policy and Procedures, and whose bid is deemed by the Town of Meeker to be in the best interests of the project. Qualification for Award In order to receive an award for the inspection and repainting of water storage tanks, the Contractor must have successfully met the requirements of pre-qualification as described herein. A Contractor must possess adequate tenacity, perseverance, experience, integrity, reliability, capacity, facilities, equipment, and credit. The determination of whether a contractor possesses these criteria is at the sole discretion of the Town Administrator. Satisfactory completion of a similar contract for steel water tank inspections, repairs and finishes for a municipality located in the state of Colorado during the past five years shall be accepted as meeting the requirements of Criteria 1 through 3 inclusive. 1. Demonstrated record of successful and timely completion of work awarded during the last five years. 2. Experience shall include repairs to steel water tanks and new finishes applied. 3. Demonstrated ability to bond projects of this extent and nature. 4. Attendance of mandatory pre-bid meeting on site as mentioned above. This construction project includes the removal and replacement of concrete drainage conveyances in the Sage Hills Subdivision. The Project Owner is the Town of Meeker. Within 7 calendar days thereafter, the Successful Bidder shall sign and deliver the required agreement and documents including performance and payment bonds, to the Town of Meeker. Within 7 calendar days thereafter, the Town of Meeker shall deliver one fully signed counterpart to Successful Bidder, accompanied by a Notice to Proceed.
