LEGAL NOTICES: Public Information Meeting Enterprise Meeker Gas Plant Expansion Public Meeting Thursday July 16, 2009, 5:00 p.m. Kilowatt Korner, 233 6th Street, Meeker, Colorado. The Bureau of Land Management (BLM) White River Field Office is initiating an Environmental Assessment (EA) for the proposed Meeker Gas Plant Expansion. Enterprise Gas Processing, LLC (Enterprise) filed an application for its Meeker 3,4,5, and 6 Expansion on July 2, 2008 with the BLM for a right-of-way grant under Section 28 of the Mineral Leasing Act of 1920, as amended, to authorize the plant expansion. The BLM will prepare the EA to disclose the direct, indirect, and cumulative environmental impacts of the Proposed Action as described in Enterprise’s development plan and a No Action Alternative. As a starting point in the assessment, the BLM is soliciting input on the issues that will be considered in the preparation of the EA. At this time, you are encouraged to provide comments, concerns, or issues that you may have with regard to the proposed development plan. The purpose of the meeting is to inform the public about the proposed gas plant expansion and the EA process. In November 2005, the BLM approved construction, operation, and maintenance of the Meeker Gas Plant in Rio Blanco County. The existing Meeker 1 and 2 facilities were built 2006-2007 and currently process 1.4 billion cubic feet (bcf) of natural gas and can produce up to 70,000 barrels of mixed natural gas liquids per day but currently produce only about 55,000 barrels per day of mixed natural gas liquids. With the proposed expansion, Enterprise would be able to process an additional 1.4 bcf of natural gas and an additional 55,000 barrels per day of mixed natural gas liquids over the next 30 years to meet demand due to increased development in the area. The proposed expansion would be located immediately adjacent to the existing gas plant and would occupy an additional 48 acres. In support of the gas plant expansion, White River Electric Company proposes to install a 138 kilovolt power line to feed the future phases of the Meeker Gas Plant. The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.

Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line. The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
