This modification includes the adjustment of existing permittable limits, and the additional permittable sources of a condensate truck loadout, one (1) TEG dehydration unit and facility combustor. This source is located in Section 19 of Township 1 South, Range 101 West in Rio Blanco County. The source would be considered a major source of air pollutants subject to Prevention of Significant Deterioration (PSD) and Maximum Achievable Control Technology (MACT) requirements if the operator did not install emissions controls and accept Federally enforceable emissions limits in the proposed permit. Since the operator will accept emissions limits less than 250 tons per year for each criteria pollutant and less than 10 tons per year any single hazardous air pollutant (HAP) and 25 tons per year total combined HAP, this source will be considered a synthetic minor source not subject to PSD or MACT review. The source will have permitted emissions less than 100 tons per year for criteria pollutants and will be considered a new synthetic minor source not subject to Title V Operating Permit requirements. INTRODUCTION: Rio Blanco County (Owner) is planning to install towers and communications buildings on the Pollard Hill, Marvine, Douglas Pass and Tee Pee Park tower sites. The sites are located outside of Meeker, Colorado, in remote locations. The project is scheduled to begin in June 2012. The Owner requests the following proposal and qualification information from all prospective Contractors. The following information will be used to evaluate the qualifications of Contractors interested in this project. This information is not intended to restrict competition. The intent is to protect the Owner’s interest by insuring that Contractors are competent, capable of quality work and financially able to complete the project they may be awarded. The Owner will consider prior performance on similar projects in assessing the Contractor’s ability to complete the proposed project. 1. GENERAL TERMS AND CONDITIONS OF THE REQUEST FOR PROPOSALS 1.1 Three (3) copies of the proposal, marked “Radio Tower Site Installations – Request For Proposals” will be received no later than 11:00 A.M., Mountain Standard Time, on June 25, 2012. Included in the building will be a propane fueled generator for back-up power, a 1000 gal propane tank will be set outside the building. The Owner has purchased and will provide the tower, building, and propane tank for the project. The proposed work includes; The Contractor will be providing for all loading/unloading and transportation of the building, tower and propane tank from Meeker to the site. The Owner will provide a geotechnical investigation report, a site drawing, foundation drawings for the tower and building along with building and tower drawings to the Contractor. The Owner will waive the building permit fees; however the permit process must be adhered to in full with the Rio Blanco County Building Department. The Marvine Site (BLM property) will have a 100′ tower; all other specifications are the same as listed above in the Pollard Hill Site information. The Contractor is required to use Rio Blanco County business’s to provide goods and services when possible during this project, concrete, rebar, lumber etc. The Contractor will provide foundations for the towers and buildings and cement pads for the propane tanks to rest on. Tanks will be bolted to the concrete. The Contractor will provide the gas service line and install between the generator and the propane tank. All electrical work from the service pole to the buildings is the Contractors responsibility: R56 Standards are required. White River Electric Association, Meeker Colorado is the power provider on the sites. The Contractor is responsible for facilitating the “Agreement for construction of power line facilities and purchase of electrical service” between White Electric Association and Rio Blanco County. The County will pay the applicable fee to the power association. The Contractor will facilitate securing the State Electrical Permits and all inspections in coordination with the State and the County Building Department. The Contractor will erect towers on site and set the buildings on the foundations with Contractor provided equipment. The Tee Park Site (private property) will have a 120′ tower provided, along with ice bridge, cable ladder etc. and installed by the Contractor. The owner will provide a building, propane tank, generator and enclosure, (possibly a separate generator building), included will be a site drawing, geotechnical investigation report, building and foundation drawings. The Contractor will be providing for all loading/unloading and transportation of the building, propane tank, generator from a Meeker storage location, (Curtis Park). The Contractor will provide the gas service line and install between the generator and the propane tank. All electrical work from the service pole to the buildings is the Contractors responsibility: R56 Standards are required. Contractors’ are required to visit the site and become familiar with the existing site conditions. 2.2 Selection Procedure – The Owner may interview all Contractors deemed qualified, responsible, and suitable on the basis of initial response and with emphasis on construction and/or related building-type experience.
