NOTICE OF A PROPOSED PROJECT OR ACTIVITY WARRANTING PUBLIC COMMENT – Notice is hereby given that the following proposed construction activity warrants public comment: ETC Canyon Pipeline, LLC proposes to modify an oil and natural gas processing facility known as the North Douglas Creek Gas Plant. This modification includes the adjustment of existing permittable limits, and the additional permittable sources of a condensate truck loadout, one (1) TEG dehydration unit and facility combustor. This source is located in Section 19 of Township 1 South, Range 101 West in Rio Blanco County. The source would be considered a major source of air pollutants subject to Prevention of Significant Deterioration (PSD) and Maximum Achievable Control Technology (MACT) requirements if the operator did not install emissions controls and accept Federally enforceable emissions limits in the proposed permit. Since the operator will accept emissions limits less than 250 tons per year for each criteria pollutant and less than 10 tons per year any single hazardous air pollutant (HAP) and 25 tons per year total combined HAP, this source will be considered a synthetic minor source not subject to PSD or MACT review. The source will have permitted emissions less than 100 tons per year for criteria pollutants and will be considered a new synthetic minor source not subject to Title V Operating Permit requirements.  As such, this permit is subject to public comment per Regulation 3, Part B, Section  III.C.1.d. The division will receive and consider the written public comments for 30 calendar days after the date of this Notice. Additional information regarding this action can be found at the Rio Blanco County Clerk’s office and on the Division’s website at: http://www.cdphe.state.co.us/ap/airpublicnotices.html or by contacting Stephanie Chaousy, PE at 303-692-2297 of the Division. NOTICE OF A PROPOSED PROJECT OR ACTIVITY WARRANTING PUBLIC COMMENT – Notice is hereby given that the following proposed construction activity warrants public comment: Whiting Oil & Gas Corporation proposes to modify and operate an oil and natural gas compression facility known as the Jimmy Gulch Station. The facility is located approximately in the SE 1/4 of NW 1/4 of Section 3 of Township 3 South, Range 97 West in Rio Blanco County. The source would be considered a major source of air pollutants subject Operating Permit(Title V) requirements if the operator did not install emissions controls and accept Federally enforceable emissions limits in the proposed permit.  Since the operator will accept emissions limits less than 100 tons per year for each criteria pollutant and less than 10 tons per year any single hazardous air pollutant (HAP) and 25 tons per year total combined HAP, this source will be considered a synthetic minor source not subject to Title V review.  As such, this permit is subject to public comment per Regulation 3, Part B, Section  III.C.1.d.
