OIL AND GAS CONSERVATION COMMISSION OF THE STATE OF COLORADO NOTICE OF PROPOSED UNDERGROUND INJECTION CONTROL PERMIT AND DESIGNATION OF THE CASTLEGATE FORMATION AS AN EXEMPT AQUIFER TO ALL INTERESTED PERSONS AND TO WHOMIT MAY CONCERN: The purpose of this notice is to solicit public comment on the Weaver Ridge 27-16 disposal well, a Class II injection permit submitted by Robert L. Bayless Producer Inc. The Weaver Ridge 27-16 disposal well has been drilled at a location 1800 feet from the south line and 650 feet from the east line of Section 27, Township 1 South, Range 104 West, 6th P.M., Rio Blanco County, Colorado. The Quarter-Quarter Section in U. S. Bureau of Land Management nomenclature is Lot 3. Class II injection wells are permitted and regulated in such a manner as to prevent the contamination of underground sources of drinking water and to ensure fluid emplacement and confinement within the permitted injection zones. Class II injection wells are permitted to inject waste generated from oil and gas exploratory and production operations. Robert L. Bayless Producer Inc. proposes to inject these fluids into the Castlegate Formation in the Weaver Ridge 27-16 well through perforations at depths of approximately 3,662-3,680 feet. A water quality sample of formation water the injection zone has a concentration of 4,632 milligrams per liter total dissolved solids thus requiring an aquifer exemption. Based on the data supplied by the operator, the Castlegate Formation would qualify as an exempt aquifer under this Commission’s Rule No. 324B.a. in the combined area in that: 1. The Castlegate Formation does not currently serve as a source of drinking water; and 2. The Castlegate Formation cannot now and will not in the future serve as a sources of drinking water because: A. The Castlegate Formation is situated at a depth and location which makes recovery of water for drinking water purposes economically or technologically impractical. B. The Castlegate Formation is so contaminated that it would be economically or technologically impractical to render the water fit for human consumption. 3. The total dissolved solid content of the ground water is more than 3,000 and less than 10,000 mg/L and it is not reasonably expected to supply a public water system. The nearest water wells in Colorado may be 5.9 miles to the southwest. These are two permitted wells on file with the Colorado Department of Natural Resources, Division of Water Resources, but neither well has Well Construction Log. The State of Utah states that there are no water wells in Utah within a similar radius. Therefore the Castlegate Formation does not currently serve as a source of drinking water in this area. The concentration of total dissolved solids in Castlegate Formation water at a depth of 3,662-3,680 feet makes is highly unlikely that water wells will be drilled for use in either a public or private water supply system. The cost of drilling and casing a well to that depth and treating the water to make it drinkable would be prohibitive. This exemption shall apply only to the Castlegate Formation in the all of Lot 3 and all of Lot 4 of Section 27, Township 1 South, Range 104 West, 6th P.M., Rio Blanco County, Colorado. This notice proposing an aquifer exemption is being published in accordance with Commission Rule 324B.b. Any person who would be directly and adversely affected or aggrieved by the designation may request the Commission to hold a hearing thereon. If, within thirty (30) days after publication of this notice, the Commission does not receive a hearing request which indicates there is a significant degree of public interest in a hearing on the designation of the aquifers and the disposal well permit is approved, the Castlegate Formation in the limited area described herein shall be considered exempt. If, within thirty (30) days after publication of this notice the Commission receives a hearing request which indicates there is a significant degree of public interest in a hearing on the designation of the aquifer or portion thereof as exempted is shown, the Commission shall hold such a hearing as soon as practicable and shall make a final determination regarding the designation. PUBLIC NOTICE TO: Parents and Staff of Meeker Re-1 School District FROM: Mark Meyer, Superintendent of Schools DATE: June 23, 2014 In compliance with the U.S. Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA), in the summer of 1988 we performed inspections of each of our school buildings for asbestos containing building materials. The inspection findings and asbestos management plans have been on file in each school administration office since that time. The EPA requires us to perform re-inspection of the asbestos materials every three years. During the month of July 2014, we will be performing a 6-month review. An accredited asbestos inspector will perform these inspections. An accredited management planner will review the results of the inspections and recommend actions we should take to safely manage each asbestos material in our buildings. Specific information relating to the asbestos re-inspection is contained in individual building reports. A copy is on file in each school administration office and at the district office. These reports are available to the public for review. All asbestos materials in this district have either been abated or are in good condition and we will continue to manage them in place, as recommended by the accredited management planner.
