TOWN OF MEEKER BID REQUEST – Notice is hereby given that bid proposals, to paint all of the wood trim including the roof soffits, on The Town Hall Building, located at 345 Market, will be accepted at Town Hall, 345 Market Street, Meeker, CO. 81641 no later than April 12th, 2012 at 1:00 PM. This includes trim around 106 regular windows, 4 large windows, 1 large front door trim, and 2 side door trim. The side doors must be painted with a matching gloss paint, inside and out, and trim around air inlets at the rear of the building that will need painting. Specifications as follow: A. Sherwin Williams Woodscapes solid color latex stain, or equivalent, B. Power house caulk #178-1699 or equivalent, C. Sherwin Williams Latex DTM Acrylic Gloss, to match stain or equivalent, D. Job will require a minimum temperature and dry weather conditions when paint is applied, E. Liability Insurance, Workers Compensation, if applicable, shall be required The trim shall be scraped, sanded and pressure washed before painting, and caulked. Caulking shall be applied where required, before painting. Prepare the soffit in the same manner. Town Hall is a 2 story building, which will require ladders, scaffolding, or manlift, cost of which shall be included in bid proposal. PUBLIC NOTICE – Natural Soda, Inc., 3200 Rio Blanco County Road 31, Rifle, CO 81650, (970) 878-3674 has filed an amendment to their existing Hard Rock/Metal Mining Reclamation Permit with the Colorado Mined Land Reclamation Board under provisions of the Colorado Mined Land Reclamation Act. The mine is known as the Natural Soda Nahcolite Mine, and is located at or near Section 26, Township 1 South, Range 98 West, 6th Principal Meridian, within Rio Blanco County, Colorado The in-situ, solution mine began operations in 1992. Historic and current surface use of Natural Soda’s lease areas is managed by the BLM landowner and has been for recreation, wildlife and livestock use and resource development. The proposed future land use at the conclusion of Natural Soda’s operation, in or around 2060, will be recreation, wildlife and/or livestock use and resource development as approved by the BLM. Natural Soda solution mines in situ nahcolite, a naturally occurring sodium bicarbonate (commonly referred to as baking soda).  Sodium bicarbonate is a beneficial ingredient in food and personal hygiene items, pharmaceuticals, animal feed, fire extinguishers and pollution scrubbing equipment. ORDINANCE NO. 1 Series 2012 AN ORDINANCE AUTHORIZING THE SALE AND DISPOSAL OF A CERTAIN PARCEL OF REAL PROPERTY LOCATED WITHIN THE UTE PARK TRIANGLE PARCEL, LOCATED SOUTH OF MAIN STREET AND NORTH OF HIGHWAY 13, (APPROXIMATELY 1.05 ACRES MORE OR LESS) AND AUTHORIZING THE GRANT OF CERTAIN DISTRIBUTION AND TRANSMISSION FACILITIES EASEMENTS TO WHITE RIVER ELECTRIC ASSOCIATION, INC., AS PROVIDED BY THE MEMORANDUM OF UNDERSTANDING BETWEEN THE TOWN OF MEEKER AND WHITE RIVER ELECTRIC ASSOCIATION, INC., DATED FEBRUARY 7 2012.  WHEREAS, the Town of Meeker (“Town”) owns Ute Park, a portion of which is described as a triangular parcel of land, lying south of Main Street and north of Colorado Highway 13, (“Ute Park Triangle Parcel”); and, WHEREAS, subsequent to the Town’s acquisition of the entire Ute Park property, the Town adopted the Ute Park Master Plan, (“Master Plan”), developing design, implementation strategies, and guidelines for the future physical improvements to the property.  In part, the Master Plan, in section #2, addresses the overhead electric power lines and their impact on the property. Furthermore, the Master Plan provides, “Buried electric power will be brought into the development area to a transformer and will be sized for the needs of large events, the visitor center, site lighting, and outdoor concerts.  The Town of Meeker will work cooperatively with White River Electric Company (Association, Inc.) to come up with a plan to bury the lines and trade a small portion of the property for White River Electric’s future expansion and needs.”  In addition, the Master Plan, section #4, Conceptual Alternatives, Site Planning Options, contains an Alternative #1, which, in part, depicts and describes the easterly portion of the Ute Park Triangle Parcel as providing an “area for White River Electric to expand”; and, WHEREAS, since the adoption of the Master Plan, the Town and White River Electric Association, Inc. (WREA) engaged in ongoing discussions concerning the issues described in the Master Plan, as set forth above, culminating in the Town and WREA developing a joint project (“Joint Project”), providing, in pertinent part, for: the relocation of certain WREA distribution and transmission facilities in Ute Park; the burying of certain electric distribution lines; the installation of a transformer on site; the anticipated costs of such work; the Town’s sale and disposal of a portion of the Ute Park Triangle Parcel to WREA (“Subject Property”); and the Town’s granting of certain distribution and transmission facilities easements to WREA (“Electric Facilities Easements”). Furthermore, WREA has a separate and distinct project to remove, reroute and construct the WREA 69-kV transmission power lines and facilities located in Ute Park (“WREA Transmission Facilities Project”), which has been a part of its discussions with the Town; and, WHEREAS, the Town and WREA entered into a Memorandum of Understanding (“MOU”), authorized by Resolution No. 2, series 2012, providing for the Joint Project and the WREA Transmission Facilities Project, including the proposed sale and disposal of the Subject Property, as described in Exhibit “A” attached hereto and incorporated herein by this reference, and the granting of certain Electric Facilities Easements to WREA in consideration for WREA’s construction and installation of certain Joint Project infrastructure, the cost of which is to be paid by WREA in its entirety, in the amount of approximately $116,160.00; and, WHEREAS, the Town attorney advised the Town Board of Trustees, (“Town Board”), the deeds conveying title to the Town of the real property, now known as Ute Park, contained a restrictive covenant providing, as follows: “Grantee, therefore, declares that for a period of thirty (30)years from the date of recordation of this deed, the real property described above and lying north of Main Street shall be used for municipal purposes only.” Further, the Town Attorney advised the Town Board this restrictive covenant does not apply to or place any restrictions upon the Ute Park Triangle Parcel, which lies entirely south of Main Street; and, WHEREAS, subsequent to the Town’s acquisition of the Ute Park Triangle Parcel, the Town has made it available to the citizens of the Town and its environs for livestock pasture or it has, otherwise, lain fallow and there are no public buildings or other improvements located on the site, nor has it been held or used for park purposes or for any other governmental purpose and it, currently, remains an unimproved field; and, WHEREAS, the Town has the power to sell and dispose of real property, pursuant to C.R.S.  31-15-101 and, more specifically, pursuant to C.R.S.  31-15-713(1)(b), municipal real estate, such as the Subject Property, which has been used or held as described above, may be sold and disposed of by the Town, by ordinance; and, WHEREAS, a public hearing was held on March 6, 2012 before the Town Board at its regular meeting at the Meeker Town Hall, 345 Market Street, to which public hearing, public notice of which was duly given in the Rio Blanco Herald Times newspaper; and, WHEREAS, on the basis of the evidence produced at said public hearing the Town Board made the following determinations of fact:  1) the public hearing concerning the proposal, as described herein above, has met the requirements of the laws of the State of Colorado and the ordinances of the Town; and, 2) the hearing before the Town Board was complete and all persons had an opportunity to speak and voice their opinions regarding the proposed sale and disposal of the Subject Property and the granting of the Electric Facilities Easements to WREA, which opinions have been given full consideration by the Town Board; and,  WHEREAS, the Town Board determined the public health, safety, and welfare of the Town, and its citizens would be best served by proceeding with the sale and disposal of the Subject Property and granting the Electric Facilities Easements to WREA, as provided by the terms and conditions of the MOU.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
