Pursuant to the Rules and Regulation of the Colorado Mined Land Reclamation Board published August 1980, and pursuant to the Colorado Surface Coal Mining Reclamation Act 34-33-101, et seq., notice is hereby given of the filing of an application for Phase I Bond Release of a portion of the Colowyo Mine site. The application pertains to the existing Colowyo Coal Mine, Permit No. C-1981-019 by Colowyo Coal Company L.P., 5731 State Highway No. 13, Meeker, Colorado 81641, filed with the Colorado Division of Reclamation, Mining and Safety (CDRMS), Colorado Department of Natural Resources, 1313 Sherman Street, Room 215, Denver, Colorado 80203 and approved by the Division on April 5, 2013 (latest Permit Renewal). The Colowyo Mine is located approximately 28 miles south of Craig, Colorado. The bond release area applied for totals 65.6 acres and as reclaimed in 2015. The status of the reclamation is consistent with the requirements of the approved reclamation plan which includes backfill and regrading to the approved post mine topography, variable topsoil depth replacement, and seeding with the approved seed mixture. Exhibit 1 presents all of the reclaimed areas by year. Listed below is a general legal description of these areas: Township 3 North, Range 93 West of the 6th P.M. Section 9 – E 1/2; Section 8 – SE 1/4; Colowyo currently holds a self-bond (Bond No. SB-010) in the amount of $80,517,829. With this bond release application, the Colowyo Mine will be requesting relinquishment of 60% of the bond held for the parcel applied for under this application. Coal Creek School House Rehab
INVITATION FOR BID PROJECT
NAME, LOCATION AND GENERAL SCOPE OF WORK
2016 Rio Blanco County Coal Creek School House Rehab. This project is a historical restoration of the historically listed “Coal Creek School” Building. The primary objective of this project is to arrest the deterioration of the building and restore its historical character. The second objective of this project is to return the building to a functional state; to restore its original appearance, and to protect it from the elements and animals in order to facilitate its eventual use as a historical interpretive center.

Sealed BIDS to furnish and install approximately 20,000 pounds of hot-pour, Deery American Super stretch 974, in the Town of Meeker (Please refer to Specifications). Please bid as follows: Clean cracks, furnish and install crack sealant all performed by bidder. The closing bid date is Friday, April 1, 2016 at 2:30 p.m. at which time bids will be opened and read aloud. The Town Board of Trustees will award the bid on Tuesday, April 5, 2016, 7pm at Town Hall (basement) 345 Main Street, Meeker. The successful bidder must maintain workers compensation, general liability insurance in the amount of no less than $1,000,000.00 during the project. The Town reserves the right to reject any and all bids and waive any and all informalities, and the right to disregard all nonconforming or conditional bids or counter proposals. Contract award and preference will be based upon The Town of Meeker Personnel Policy and Procedures manual, entitled “Contracts-Award-Preference”. CRACK SEALING SPECIFICATIONS
Crack sealing Specifications:
DESCRIPTION
The work of this section shall consist of furnishing and installing a pre-approved rubberized crack sealer in properly prepared cracks in bituminous paved surfaces.
MATERIAL
The material shall be hot poured rubberized crack sealer (Deery American 974 The material shall conform to the requirements of ASTM D-3407 for hot poured elastic type sealant. The sealant shall be delivered in the manufacturers sealed containers. Each container shall be legibly marked with the manufacturer’s name and trade name of the material. Materials from different manufacturers other than stated above shall not be allowed. The supplier shall issue a certificate of compliance stating that the material meets the requirements of this project.
Construction Requirements
Equipment:
Heating pots for hot poured sealant shall be an indirect double boiler type using oil heat transfer medium. The heating pot shall be capable of controlling the temperature of the sealant within the manufacturers recommended application range. A thermometer calibrated within +/-5 degrees Fahrenheit for range of 200 to 500degrees Fahrenheit shall be provided. The heating pot shall be capable of constantly agitating the material. All cracks larger than 1/8 inch and less than one inch in width are to be sealed.
Weather Limitations
Sealant shall not be placed when the weather is foggy, raining, or when the surface to be sealed is damp or wet.
Preparation
Immediately prior to the placement of the sealant, the cracks shall be blown clean of dirt, debris, or foreign matter to a depth of at least twice the width of the crack but to a depth of no greater than the pavement thickness.
Application
The sealant shall be heated according to the manufacturer’s recommendations, applied at the manufacturer’s temperature and installed flush with the pavement surface. Immediately after the crack is filled, excess material shall be leveled off of the surface by a squeegee, a shoe attached to the applicator wand, or other suitable means. The squeegeed material shall be centered in the crack and shall not exceed 3 inches in width nor 1/16 inch above the surface of asphalt. Any crack sealer showing settling, shrinkage, or a depression in excess of 1/4 inch below the pavement surface shall be refilled.
