This source is designed to process 240 MMSCF per day of natural gas and is located in Section 28 of Township 2 South, Range 97 West in Rio Blanco County. The source would be considered a major source of air pollutants subject to Prevention of Significant Deterioration (PSD) if the operator did not install emissions controls and accept Federally enforceable emissions limits in the proposed permit. Since the operator will accept emissions limits less than 250 tons per year for each criteria pollutant, this source will be considered a synthetic minor source not subject to PSD. The source will have permitted emissions greater than 100 tons per year for criteria pollutants and greater than 25 tons per year for hazardous air pollutants and will be considered a new major source subject to Title V Operating Permit requirements. The source will also be subject to a Federal Maximum Achievable Control Technology. Additionally, the change in requested controlled emissions is greater than 50 tons per year. As such, this permit is subject to public comment per Regulation 3, Part B, Sections III.C.1.a, III.C.1.c.(ii), and III.C.1.d.. The division will receive and consider the written public comments for 30 calendar days after the date of this Notice.Additional information regarding this action can be found at the Rio Blanco County Clerk’s office and on the Division’s website at: http://www.cdphe.state.co.us/ap/airpublicnotices.html or by contacting Carissa Money at 303-692-3229 of the Division. • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line. The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
