30-Day Comment Period Legal Notice for Decision Memos. Opportunity to Comment on U.S. Capitol Christmas Tree. The White River National Forest, Blanco Ranger, is preparing a Decision Memo for the U.S. Capitol Christmas Tree Project. The proposed action involves selecting and harvesting one tree that will travel to Washington D.C. to decorate the west lawn of the U.S. Capitol in December of 2012. The tree is expected to be between 60 and 70 feet tall, and could be any of the following species: Engelmann spruce, subalpine fir, lodgepole pine, or blue spruce. The tree needs to be found near a main National Forest System Road, because it will involve the use of two large cranes to remove the tree, as well as a large semi-truck to transport the tree. All efforts will be made to select a tree in an area that requires minimal ground disturbance to allow equipment to access the tree. There could be a minor amount of ground leveling or other tree removal to successfully and safely remove the Capitol tree. Any ground disturbance will be fully reclaimed and seeded, and the area will be returned to its natural state. The Capitol tree would not be removed from any designated Wilderness or Roadless areas. The proposed action description and other information are available for review at the Blanco Ranger District, 220 E. Market Street, Meeker, CO 81641. Additional information regarding this action can be obtained from: Natasha Goedert, 220 E. Market Street, Meeker, CO 970-878-6006, [email protected]. In light of a recent court ruling (Sequoia ForestKeeper v. Tidwell, 11-cv-00679-LJO-DLB (E.D. Cal.)), the Forest Service will provide public notice, comment, and opportunity for administrative appeal for projects and activities documented with a “Decision Memo” (36 CFR 220.6(e)) until new instructions are issued by the Washington Office, or the Agency issues regulations addressing the Court’s ruling. In addition, the Forest Service will prepare Decision Memos and offer notice, comment and appeal opportunities for timber sales and proposed approvals of oil or gas exploration and development activities that rely upon Section 390 of the Energy Policy Act of 2005. Only those who provide comment or express interest in this proposal during this comment period will be eligible to appeal the decision pursuant to 36 CFR part 215 regulations. • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line. The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
