NOTICE OF A PROPOSED PROJECT OR ACTIVITY WARRANTING PUBLIC COMMENT NOTICE is hereby given that the following proposed construction activity warrants public comment: RN Industries Inc. operates two water management facilities known as the Piceance Creek and Rangely Water Management Facilities. The Piceance Creek Disposal Facility is located in the SE 1/4 Section 17 and NE 1/4 Section 20 of Township 2 North, Range 96 West, and the Rangely Disposal Facility is located in SW1/4 Section 17 and E 1/2 of SE 1/4 Section 16 of Township 2 North, Range 102 West. Both facilities are located in Rio Blanco County, Colorado. This source will be designed to process 3,650,000 barrels per year of water generated from regional oil and gas exploration and production operations. The source would be considered a major source of air pollutants subject to Prevention of Significant Deterioration (PSD) if the operator did not install emissions controls and accept Federally enforceable emissions limits in the proposed permit. Since the operator will accept emissions limits less than 250 tons per year for each criteria pollutant, this source will be considered a synthetic minor source not subject to PSD review. As such, this permit is subject to public comment per Regulation 3, Part B, Section III.C.1.d. The source will also have permitted emissions greater than 50 tons per year for criteria pollutants and per Regulation 3, Part B, Section III.C.1.a, the permit is subject to public comment. The division will receive and consider the written public comments for 30 calendar days after the date of this Notice. Additional information regarding this action can be found at the Rio Blanco County Clerk’s office and on the Division’s website at: http://www.cdphe.state.co.us/ap/airpublicnotices.html or by contacting Carissa Money at at 303-692-3229 of the Division. NOTICE OF A PROPOSED PROJECT OR ACTIVITY WARRANTING PUBLIC COMMENT NOTICE is hereby given that the following proposed construction activity warrants public comment: Robert L. Bayless, Producer LLC proposes to modify and operate an oil and natural gas exploration and production tank battery site known as the Weaver Ridge No. 13-9. This source will be processing approximately 75 barrels per day of condensate throughtput, or 27,375 barrels per year and will be located approximately in the NESE of Section 12 of Township 1 South, Range 104 West in Rio Blanco County. The source would be considered a major source of air pollutants subject to Title V requirements if the operator did not install emissions controls and accept Federally enforceable emissions limits in the proposed permit. Since the operator will accept emissions limits less than 100 tons per year for each criteria pollutant and less than 10 tons per year any single hazardous air pollutant (HAP) and 25 tons per year total combined HAP, this source will be considered a synthetic minor source and not subject to Title V review. As such, this permit is subject to public comment per Regulation 3, Part B, Section III.C.1.d. The division will receive and consider the written public comments for 30 calendar days after the date of this Notice. • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line. The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
