WHEREAS, the Town of Meeker (the “Town”), officially adopted a 2009 fiscal year budget, which appropriated monies and authorized expenditures in various budgetary funds for spending within the General and Water Funds; and WHEREAS, the Town Board of Trustees (the “Town Board”), during 2009, received unanticipated revenues in the Town’s General Fund from the Mineral Lease payment and in the Water Fund from additional water service fees, which were in addition to the amounts provided in the 2009 budget; and, WHEREAS, the Town Board wishes to authorize the expenditure of a portion of said unanticipated revenues during the 2009 fiscal year; and, WHEREAS, pursuant to Colorado Revised Statutes, Article 1, Title 29, if, after the adoption of the budget, the Town receives unanticipated revenues or revenues not assured at the time of the adoption of the budget from a source other than local government property tax mill levy, the Town Board may authorize the expenditure of such funds by enacting a supplemental budget and appropriation; and, WHEREAS, the Town Board has determined that large multi-year capital improvements projects to the Town’s water system, have been undertaken and are being completed in 2009; that some projects were carried over from 2008, after the adoption of the 2009 budget; and that some of the capital improvements have been made necessary due to the increase in regional energy development and their impacts upon the Town infrastructure and services; and, WHEREAS, the Town Board finds that since such funds received from the Mineral Lease Revenues in the General Fund and Water Service Fees in the Water Fund are unanticipated revenues or revenues not assured at the time of the adoption of the budget and are from a source other than local government property tax mill levy, that it is, therefore, in the best interest of the Town and its citizens to enact a supplemental budget and appropriation within the General and Water Funds for the 2009 fiscal year in order to provide for the orderly administration of Town government by undertaking and providing for the Town’s capital improvements and services described in this ordinance.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale. Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.
