Notification of meeting for the Rangely Town Council, Board of Trustees The Town of Rangely Town Council meetings are held on the 2nd and 4th Tuesday of every month starting at 7:00 p.m. in the Court Room at 209 E. Main, Rangely, CO 81648. Agendas are posted in the lobby at Town Hall and at the Rangely District Library. The meetings are televised live on channel 3 through Bresnan Cable TV. All meetings are open to the public.
SNOW TALK – WORD OF CAUTION YIELD RIGHT-OF-WAY TO SNOW PLOWS. Town of Meeker Public Works personnel have experienced, during past snow seasons, potentially dangerous situations caused by citizens plowing snow from private driveways and parking lots into Town streets leaving snow ridges, which freeze on the roadway. When a snowplow hits frozen ridges on roadways, the snowplowing equipment may hydroplane making it difficult to control the equipment. The Town encourages snow removed from parking lots and driveways be stored on the owner’s property when possible. If snow must be removed to the street, please remove all ridges, leaving the street surface smooth. If an accident results from poor snow removal practices, the person creating the condition may be responsible. The Town further requests that while crews are loading snow onto trucks in the downtown area, that drivers avoid driving in that block if possible. Under State Law, while snow removal equipment is displaying a flashing yellow or blue light and is engaged in snow removal, all other vehicles should exercise due care and caution in approaching and passing such equipment. Any snow removal equipment displaying the yellow or blue flashing light has the right-of-way at all intersections and may not be required to yield the right-of-way to other traffic, as required by the traffic control signs, or comply with other restrictions governing traffic flow. Please use due care by slowing down at each intersection and looking for snow plowing equipment before entering the intersection. Please treat intersections as four way stops if you can’t see clearly both ways due to snow piles or other obstructions. Your safety is important to us! Thank you for your cooperation. On July 11, 2007, the Colorado Oil and Gas Conservation Commission (“COGCC” or “Commission”) approved the original Application for Permit-to-Drill (“APD”), submitted by ExxonMobil Oil Corporation (“ExxonMobil”) for the Piceance Creek Unit Well #296-7A7 (API No. 05-103-10825-00) (the “Well”), located in the SE1/4 NE1/4 of Section 7, Township 2 South, Range 96 West, 6th P.M. On July 10, 2008, the original APD expired. On June 2, 2008, prior to the expiration of the original APD, ExxonMobil re-filed an APD for the Well, which was approved by the COGCC on July 30, 2009. On July 27, 2008, between the expiration of the APD, and the approval of the refiled APD, ExxonMobil drilled the Well. COGCC Staff became aware of the issue when the incident was self reported by ExxonMobil. On August 8, 2008, COGCC Staff issued a Notice of Alleged Violation (“NOAV”) (NOAV #200193990) to ExxonMobil for commencing operations on the Well without a valid permit. The NOAV alleged that ExxonMobil had violated Rule 303.a. and required them to explain the reason for the violation and the procedures that would be implemented to prevent future violations. On September 8, 2008, ExxonMobil responded to the NOAV, explaining that the reason for the violation was a lack of diligence in tracking valid APDs. They also submitted a Form 4, Sundry Notice, detailing procedures to be implemented to prevent future violations. These measures included new tracking procedures, and notification to all disciplines that a valid permit is required before commencing operations. Rule 523. specifies a base fine of One Thousand dollars ($1,000) for each day of violation of Rule 303.a. Rule 523.a.(3) specifies that “the maximum penalty for any single violation shall not exceed Ten Thousand dollars ($10,000) regardless of the number of days of such violation,” unless the violation results in significant waste of oil and gas resources, damage to correlative rights, or a significant adverse impact on public health, safety or welfare or the environment. ExxonMobil should be found in violation of Rule 303.a., as described herein, and that the parties have agreed to an adjusted fine of One Thousand, Five Hundred dollars ($1,500), which takes into consideration the mitigation factor that ExxonMobil has demonstrated a history of compliance with COGCC rules, regulations and orders and instituted several new procedures to prevent these types of violations from recurring in their future operations.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.   • The winning teams and individuals for the 18th annual White River Community Association Buy-Fly Fishing Tournament are as follows. Individual top weight catch was Dave Metrovich and longest fish was Kevin Massey. First place team won by Rio Blanco Abstract: Erik Eckman, Adam Parrett, Dave Metrovich and Wayne Kirkpatrick. Second place team was Drake Consulting: Travis Kaiser, John Douglas, Tony Bartolomucci and Bob Brandeberry. Third place team Mr. Rogers and the Hood (accepted by Doug Rogers) Gary Rogers, Mark Beauchamp, Kyle Schutte and Rick Gunter. The white fish have been frozen and will be served at the annual White River Community Association fish fry fundraiser in June.

Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
