Notice is hereby given that a proposed budget for the Town of Meeker for the fiscal year beginning January 1, 2017 has been submitted to the Town of Meeker Board of Trustees, Rio Blanco County, Colorado, and has been filed in the office of the Town Clerk, 345 Market Street, where it is available for public inspection beginning October 13, 2016 during regular business hours Monday through Friday 8:00 A.M. to 5:00 P.M., it is also available on the Town’s website www.townofmeeker.org. Proposed Notice to Lessees/Operators of Onshore Federal and Indian Oil and Gas Leases in Colorado: Mechanical Integrity Tests – Opportunity for Comment
The Bureau of Land Management Colorado is proposing time frame requirements for conducting mechanical integrity tests on non-producing wells, particularly shut-in and temporarily abandoned wells, on BLM lands in Colorado. The BLM would require MITs to be performed within two years of the shut-in date and every five years for shut-in wells. The BLM currently does not have a policy that states the timeframes that tests must be performed; this policy would help the BLM coordinate with the Colorado Oil and Gas Conservation Commission by establishing timeframes COGCC has already established. The Bureau of Land Management Colorado is proposing regulations for the use of Modular Large Volume Tanks on BLM lands in Colorado. MLVTs are above-ground tanks with synthetic liners that hold large volumes of fluids associated with new drilling and completions. The new regulations would limit MLVTs to only be used with fresh water and would provide operators with more information on permitting MLVTs. The BLM does not currently have policy regulating MLVT use; this policy would help the BLM coordinate with the Colorado Oil and Gas Conservation Commission by establishing regulations that mirror COGCC’s. This section does not relieve American Road Maintenance of Tucson, AZ and the sureties on their bond from any claims of work or labor done or materials or supplies furnished in the execution of the Contract.
