U.S. ENVIRONMENTAL PROTECTION AGENCY ANNOUNCEMENT OF PUBLIC NOTICE OF GROUND WATER PERMIT ACTION. The U.S. Environmental Protection Agency (EPA) intends to issue under the authority of the Safe Drinking Water Act and Underground Injection Control (UIC) program regulations, a UIC Class V Experimental Technology Well in Rio Blanco County, CO, EPA permit number CO52154-08524. Background: The American Shale Oil, LLC (AMSO) has submitted an application for a Class V Experimental Technology well to demonstrate technologies capable of developing oil shale resources. The proposed injection zone is into the R1, L0, and R0 stratigraphic zones in the Garden Gulch member of the Green River formation. Based on the analysis of the water quality and flowrate in these zones in nearby wells, these zones are not Underground Sources of Drinking Water (USDWs). The shale oil and gas recovery process involves heating an oil pool in the subsurface. Through pyrolysis, the kerogen (hydrocarbon in oil shale) is recovered in the form of gases and liquids. The heating of the subsurface is not expected to exceed 1 year. The project will be closely monitored during operations. Once the recovery process ceases, AMSO plans to continue to monitor various aspects of the project for up to three additional years.
