U.S. ENVIRONMENTAL PROTECTION AGENCY. ANNOUNCEMENT OF PUBLIC NOTICE OF GROUND WATER PERMIT ACTION. The U.S. Environmental Protection Agency (EPA) intends to issue under the authority of the Safe Drinking Water Act and Underground Injection Control (UIC) program regulations, a UIC Class V Experimental Technology Well in Rio Blanco County, CO, EPA permit number CO52154-08524. Background: The American Shale Oil, LLC (AMSO) has submitted an application for a Class V Experimental Technology well to demonstrate technologies capable of developing oil shale resources. The proposed injection zone is into the R1, L0, and R0 stratigraphic zones in the Garden Gulch member of the Green River formation. Based on the analysis of the water quality and flowrate in these zones in nearby wells, these zones are not Underground Sources of Drinking Water (USDWs). The shale oil and gas recovery process involves heating an oil pool in the subsurface. Through pyrolysis, the kerogen (hydrocarbon in oil shale) is recovered in the form of gases and liquids. The heating of the subsurface is not expected to exceed 1 year. The project will be closely monitored during operations. Once the recovery process ceases, AMSO plans to continue to monitor various aspects of the project for up to three additional years. On August 4, 2010, Williams Production RMT Company, by its attorney, filed with the Commission a verified application for an order to establish a 160-acre drilling and spacing unit consisting of the NE1/4 of Section 16, Township 3 South, Range 97 West, 6th P.M., and continue to allow the equivalent of one well per 10 acres, for the production of gas and associated hydrocarbons from the Williams and Iles Formations (including the Sego Member of the Iles Formation). Due to email malfunctions, notice of the above-described application was either not sent by the Commission or not received by the newspaper in the county where the application lands are located. Therefore, notice of the application was not timely published for the September hearing of the Commission; and the application was continued to the October hearing in order to publish the notice of application as required by the Oil and Gas Conservation Act and to set a new protest date. NOTICE IS HEREBY GIVEN, that the Oil and Gas Conservation Commission of the State of Colorado, pursuant to the above, has scheduled the above-entitled matter for hearing on Date: Thursday, October 21, 2010, Friday, October 22, 2010, Time: 9:00 a.m. Place: West Garfield Campus, Colorado Mountain College, 3695 Airport Road, Rifle, Colorado 81650. In accordance with the Americans with Disabilities Act, if any party requires special accommodations as a result of a disability for this hearing, please contact Margaret Humecki at (303) 894-2100 ext. 5139, prior to the hearing and arrangements will be made. Pursuant to said hearing in the above-entitled matter at the time and place aforesaid, or at any adjourned meeting, the Commission will enter such orders as it deems appropriate to protect the health, safety and welfare of the public and to prevent the waste of oil and gas, either or both, in the operations of said field, and to carry out the purposes of the statute. In accordance with Rule 509., any interested party desiring to protest the granting of the application or to intervene on the application should file with the Commission a written protest or intervention no later than October 6, 2010, briefly stating the basis of the protest or intervention. Such interested party shall, at the same time, serve a copy of the protest or intervention to the person filing the application. An original and 13 copies shall be filed with the Commission. Anyone who files a protest or intervention must be able to participate in a prehearing conference during the week of October 11, 2010. Pursuant to Rule 503.g., if a party who has received notice under Rule 503.b. wishes to receive further pleadings in the above-referenced matter, that party must file a protest or intervention in accordance with these rules. In accordance with the practices of the Commission, should no protests or interventions be filed in this matter by October 6, 2010, the Applicant may request that an administrative hearing be scheduled during the week of October 11, 2010.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
