NOTICE OF FINAL SETTLEMENT
Notice is hereby given that the Town of Dinosaur (Owner) has established June 10, 2019 as the date of final settlement with Colorado West Contracting (Contractor) for work in connection with the Wastewater Treatment Plant Improvements, Phase IIIA Project.
1. Any person, co-partnership, association, or corporation who has an unpaid claim against the said project, for or on account of the furnishing of labor, materials, equipment or other items used or consumed by the Contractor or his Subcontractors in or about the performance of the Work, may at any time up to and including said time of final settlement, file a verified statement of the amount due and unpaid on account of such claim.
2. All such items shall be filed with the Town of Dinosaur, Attention: L.D. Smith, Mayor, P.O. Box 238, Dinosaur, CO 81610.
3. Failure on the part of a creditor to file such statement prior to such final settlement will relieve the Contractor and Owner from any and all liability for such claim.

2019 Rangely Airport Hayes Building Roof Project
INVITATION FOR BID
PROJECT NAME, LOCATION AND GENERAL SCOPE OF WORK
RBC 2019 Rangely Airport Hayes Building Roof Project. Work includes but is not limited to the complete installation of a new roofing membrane system on the RBC Rangely Airport Hayes Building in accordance with the Project’s Scope of Work including, State, and local building code requirements.
WORK SCHEDULE
This project shall start June 28, 2019 and be completed by August 30, 2019.

BID PREFERENCE
C.R.S. 8-19-101, et.seq, shall be observed on all construction contracts on public projects. The law states that when a construction contract for a public project is to be awarded to a bidder, a resident bidder shall be allowed preference against a nonresident bidder from another state equal to the preference given or required by the state in which the nonresident bidder is a resident.

The Board of Directors of Moon Lake Electric Association Inc. will hold public hearings to explain proposed changes to various Tariff Rates and Regulations, and receive input from Members regarding the changes. The dates and locations are as follows:
May 22, 2019 — Moon Lake Office at 800 West Hwy 40 in Roosevelt, Utah –11:00 am.
May 23, 2019 — Town Hall at 209 East Main in Rangely, Colorado — 11:00 am.

PUBLIC NOTICE
The Town of Meeker is seeking letters of interest from qualified individuals for a position on the Meeker Planning Commission. The position will be filled by an appointment made by the Board of Trustees at its regular Board Meeting to be held June 4, 2019. Letters of interest must be received at Town Hall, 345 Market Street, Meeker, Colorado 81641 no later than 5:00 P.M. on Wednesday, May 29, 2019. Qualifications for the Planning Commission member position are 1) Registered voter within the Town of Meeker, 2) Eighteen years of age or older, and 3) must have resided in the Town of Meeker for at least twelve consecutive months immediately preceding the date of appointment. The length of appointment will be until May 2021 at which time the appointed individual may seek another 3-year reappointment from the Town Board.

CR 5 STOCKPASS 5 REPLACEMENT PROJECT
REQUEST FOR BID
Rio Blanco County is seeking a qualified contractor to replace a sub-standard bridge with a 10’ x 9’ concrete box culvert (pre-cast), remove 52 lin. ft. of culvert, install 59 lin. ft. of 36” drainage pipe, re-align 1,256 feet of roadway, place 1,736 tons ABC Class 6, and place 1,217 tons of Hot Mix Asphalt. Construction specifications will follow the “2017 Colorado Department of Transportation’s Standard Specifications for Road & Bridge Construction”. Project Special Revisions and Standard Provisions applicable to this project are included with the Bid Package. A State of Colorado DOLA Energy Impact Assistance Grant is funding 50% of the project costs.
BID DOCUMENTS: Bid Documents shall be available on May 16, 2019 on-line at www.govbids.com/scripts/co1/public/home1.asp, or on the county’s website at www.rbc.us on the Business/Purchasing/Bid Postings page.
BIDDER QUALIFICATIONS: Vendors must be listed on the most current CDOT Pre-qualified Contractor Listing. Bidder must also be listed as a Business in Good Standing on the State of Colorado Secretary of State Business Listing.
PROJECT ENGINEER AND QUESTIONS: Van Pilaud, County Engineer, (970) 878-9590, Fax (970) 878-3396. All Bidders are advised to examine the site and become familiar with all conditions. Any questions regarding this Project are to be directed in writing to Van Pilaud before 5:00 P.M. on June 4, 2019 at the above address or fax number.
WORK SCHEDULE: Project shall be complete by October 31, 2019. The Contractor shall not start work until Right-of-Way acquisition has been completed and a BLM Notice to Proceed has been issued. Rio Blanco County expects this process to be completed within three weeks after bid opening.

Each bid must include a certified check or cashier’s check in the amount of not less than five percent (5%) of the total bid, made payable to Rio Blanco County, or by a bid bond in like amount executed by a surety company.

Construction efficiency and timely completion are major considerations for the award of this project. A realistic construction schedule is required to be submitted with bid. A bar chart showing the salient features as set forth in the specifications is acceptable.

The governmental body financing a public works project shall waive the eighty percent requirement if there is reasonable evidence to demonstrate insufficient Colorado labor to perform the work of the project and if compliance with this article would create an undue burden that would substantially prevent a project from proceeding to completion”.

  • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
