RANGELY JUNIOR COLLEGE DISTRICT NOTICE OF 2019-2020 BUDGET APPROVAL
Notice is hereby given that a proposed 2019-2020 budget has been submitted to the Rangely Junior College District Board of Directors for the ensuing year of 2019-2020; a copy of such budget is on file at Linda Gordon/Budget Officer, 215 Hillcrest Avenue, Rangely, CO where same is open for public inspection; such budget will be considered at the regularly scheduled board meeting of the Rangely Junior College District to be held on May 13, 2019, Noon CNCC, Johnson Banquet Room for final adoption of 2019-2020 budget. Any interested elector of such Rangely Junior College District may inspect the proposed budget and file or register any objections thereto at any time prior to the final adoption of the budget.

A. Move to Approve/Deny a letter from the Board of County Commissioners of Rio Blanco County, Colorado to Denise Sheridan cancelling an Agreement for Services dated December 17, 2019 for the State Tobacco Education and Prevention Partnership.
B. Move to Approve/Deny a letter from the Board of County Commissioners of Rio Blanco County, Colorado to Lisa McGovern, Procurement and Contracts Unit Director of the Colorado Department of Public Health and Environment, requesting contract no. 19 FHLA 108537 and option contract no. 19 FHLA 228516, known as the State Tobacco Education and Prevention Partnership contract, be terminated effective May 13, 2019. 
C. Move to acknowledge a Summary of Grant Award Terms and Conditions between the Board of County Commissioners of Rio Blanco County, Colorado and the Department of Local Affairs for Project No. EIAF 8879, Rio Blanco County Road 5, Piceance Creek Improvements Project (CR 5 Stockpass 5 Project), in a grant amount of $375,725.00.

A. Move to Approve/Deny a Lease Term Extension Rider between the Board of County Commissioners of Rio Blanco County, Colorado and the State of Colorado State Board Land Commissioners for the Johnson Draw Gravel Pit, Solid Mineral Lease No. 102475 (GL 3225), expiring on January 24, 2024.
B. Move to Approve/Deny Change Order No. 1 between the Board of County Commissioners of Rio Blanco County, Colorado and Oldcastle SW Group, Inc., dba United Companies for the 2019 Rio Blanco County Road 101 and CoLo Building Parking Project increasing the not to exceed amount by $47,715.00 for a total of $238,317.00.
C. Move to Approve/Deny an Agreement between the Board of County Commissioners of Rio Blanco County, Colorado and TEP Rocky Mountain LLC, formally known as WPX Energy Rocky Mountain LLC, for the refund of Impact Fees, in the amount of $652,860.00. 
D. Move to Approve/Deny an Agreement for Services between the Board of County Commissioners of Rio Blanco County, Colorado, for the use and benefit of the Department of Human Services, and Ariel Clinical Services to provide Intensive Family Therapy Services to eligible children and their families beginning June 1, 2019 to May 31, 2020, in an amount not to exceed $15,000.00. 
E. Move to Approve/Deny an Agreement for Services between the Board of County Commissioners of Rio Blanco County, Colorado, for the use and benefit of the Department of Human Services, and Ariel Clinical Services to provide Structured Parenting Time beginning June 1, 2019 to May 31, 2020, in an amount not to exceed $15,000.00.
F. Move to Approve/Deny an Agreement for Services between the Board of County Commissioners of Rio Blanco County, Colorado, for the use and benefit of the Department of Human Services, and Resa Hays, Therapist, to provide Therapy Services to eligible youth and their families beginning June 1, 2019 to May 31, 2020, in an amount not to exceed $10,000.00.
G. Move to Approve/Deny an Agreement for Services between the Board of County Commissioners of Rio Blanco County, Colorado, for the use and benefit of the Department of Human Services, and Sexual Offenses Resource Services to provide Sexual Abuse/Offender Treatment Services to eligible children and their families beginning June 1, 2019 to May 31, 2020, in an amount not to exceed $3,000.00.
H. Move to Approve/Deny a 15 year License Agreement between the Board of County Commissioners of Rio Blanco County, Colorado and Roger and Janet Clark for the Secondary Broadband Tower Project in an amount not to exceed $5,000.00. 
I. Move to Approve/Deny a 15 year License Agreement between the Board of County Commissioners of Rio Blanco County, Colorado and Alan and Rhonna Waldref for the Secondary Broadband Tower Project in an amount not to exceed $5,000.00. 
J. Move to Approve/Deny a Contract Amendment No. 2, Contract No. 19 FHHA 108941, between the Board of County Commissioners of Rio Blanco County, for the use and benefit of the Rio Blanco County Department of Public Health and Environment, and the Colorado Department of Public Health and Environment, for the 2019 Immunization Core Services Project receiving additional Federal Funding of $3,626.00 and State Funding of $12,638.00 for a total grant amount of $37,512.00, and authorize execution out of session.

A. Move to go into Executive Session pursuant to §24-6-402(4)(b) to conference with the Rio Blanco County Attorney, Todd M. Starr, for the purpose of receiving legal advice on specific legal questions and §24-6-402(4)(e), C.R.S., relating to existing contracts and agreements that may be subject to negotiation or to develop a strategy for negotiations.
11. RECONVENE AS THE BOARD OF COUNTY COMMISSIONERS OF RIO BLANCO COUNTY
