Notice is hereby given that a proposed budget has been submitted to the Eastern Rio Blanco County Health Service District (dba Pioneers Medical Center) Board of Directors for the budget year 2019.
A budget hearing for the proposed 2019 budget has been scheduled for November 27th, 2018 at 12:00 noon in the Board Conference room at Pioneers Medical Center, 100 Pioneers Medical Center Drive, Meeker, Colorado, 81641 at which time it will be considered by the Board of Directors for adoption.

The Meeker Planning Commission will be holding a public hearing, Monday, November 19, 2018 at 7:00 p.m. to consider the following variance request.

TOWN OF DINOSAUR
WASTEWATER TREATMENT PLANT IMPROVEMENTS
PHASE III-A
DINOSAUR, COLORADO
NOVEMBER 14, 2018
Sealed bids for Phase III-A of the Town of Dinosaur’s Wastewater Treatment Plant Improvements project will be received at the Dinosaur Town Hall, 317 Stegosaurus Freeway, P.O. Box 238, Dinosaur, Colorado 81610 until 2:00 p.m. local time, Wednesday, December 5, 2018 at which time, in said office, bids will be publicly opened and read aloud. Mailed bids should be addressed to
L.D. Smith, Mayor, Town of Dinosaur.
The construction site is located at the Town’s existing Wastewater Treatment Plant (WWTP) and is entirely within an inactive/dry evaporative lagoon cell (Lagoon Cell #1). The WWTP site is located approximately ½-mile southeast of the Town of Dinosaur, Colorado, just off State Highway 64.
The construction for which bids are being requested generally consist of the removal and hauling of dried biosolids to land application site(s), and to clear and grub interior side slopes around the entire perimeter of the existing lagoon cell in preparation of a future Phase III-B to place a synthetic liner in the lagoon cell. The Phase III-A project includes the following major items.
1. Site preparation including construction of temporary access into the lagoon bottom as necessary to remove existing biosolids, and any other necessary site preparation (i.e., fence removal, truck turnaround access) to facilitate removal of the biosolids.
2. Removal and hauling of dried biosolids (approximately 2,500 C.Y.) from the lagoon cell to land application sites (two land application sites have been secured by the Town that are located approximately 25-miles one-way from the WWTP site). The Town has received the required Notice of Authorization to land apply the biosolids for beneficial use from the Colorado Department of Public Health and Environment. Amending the biosolids into the agricultural fields is to be completed by the individual property owners.
3. Clearing and grubbing of interior side slopes in the lagoon cell.
4. Site Restoration including final grading of the lagoon cell bottom after biosolids have been removed to provide for a uniform surface (e.g., removal of ruts and/or deformations from equipment and/or dump trucks used in removing biosolids).
5. Demobilization/remobilization in the event a winter shut-down is necessary due to inclement winter weather conditions.

2. Dinosaur Town Hall, 317 Stegosaurus Freeway, Dinosaur, Colorado
3. Western Colorado Contractors, 2470 Patterson Road, #14, Grand Junction, Colorado
A hard copy or e-file copy of the Plans and Specifications may be obtained by contacting
WestWater Engineering, 2516 Foresight Circle #1, Grand Junction, CO 81505, (970) 241-7076.
There is no charge for the Plans and Specifications.
Complete instructions regarding insurance, bonds, and bidding requirements are given in the Contract Documents. A bid security of 5% is required. The Owner reserves the right to waive informalities in the Bids and to reject any or all Bids. Performance and payment bonds are not required on the Contract.
A non-mandatory pre-bid site visit will assemble at the Dinosaur Town Hall at 2:00 p.m. on Tuesday, November 27, 2018. A visit to the site can also be scheduled by contacting Richard Blakley, ORC, at the Town of Dinosaur at (970) 374-2286.
