Notice is hereby given that a proposed budget for the Town of Meeker for the fiscal year beginning January 1, 2019 has been submitted to the Town of Meeker Board of Trustees, Rio Blanco County, Colorado, and has been filed in the office of the Town Clerk, 345 Market Street, where it is available for public inspection beginning October 3, 2018 during regular business hours Monday through Friday 8:00 A.M. to 5:00 P.M., it is also available on the Town’s website www.townofmeeker.org. Such proposed budget will be considered for adoption by the Board of Trustees during a Public Hearing scheduled November 20, 2018 at 7:00 P.M. at the Board of Trustees regular meeting, at Town Hall, 345 Market Street, Meeker, Colorado. The public is invited to attend the public hearing.
Any elector of the Town of Meeker has a right to file or register his protest with the Town of Meeker prior to the time of the adoption of the budget by the Town of Meeker.

2018 RIO BLANCO COUNTY FAIRFIELD REMODEL PROJECT
NOTICE is hereby given that on the 13th day of November, 2018 at Meeker, Colorado, final settlement will be authorized by the Rio Blanco County Board of County Commissioners with TLC Carpet One Floor & Home of 1820 W. Victory Way Craig, CO 81625 for all work done by said CONTRACTOR on the project known as 2018 Rio Blanco County Fairfield Remodel Project.
1) Any person, co-partnership, association, or corporation who has an unpaid claim against the said project may at any time, up to and including the date specified in item 2 below, file a VERIFIED STATEMENT of the amount due and unpaid on account of such claims.

TO WHOM IT MAY CONCERN:
PLEASE TAKE NOTICE that a Motion has been filed in the above-referenced action requesting the appointment of a Director for Division No. E to the Board of Directors of the Rio Blanco Water Conservancy District (the “District”).
Said Motion requests that a Director be appointed for Division No. E for a four-year term to expire upon the appointment of his/her successor pursuant to these proceedings.
THE COURT will hear said Motion on Friday, December 21, 2018, at 3:00 p.m. in the Rio Blanco County District Court, 455 Main Street, Meeker, CO 81641. All persons desiring to attend may do so. Any person seeking appointment to the Board or any person suggesting the appointment of any person to said Board shall so advise the Clerk of said Court and shall file with said Clerk a Petition for Appointment and a Statement of Qualification of any such person by the close of business on Wednesday, November 21, 2018. AGENCY: Rural Development, USDA
ACTION: Notice of Finding of No Significant Impact.
SUMMARY: The USDA-Rural Development (USDA-RD) has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance to Bar D Solar, LLC for the construction of the 5.394KW solar farm in Rio Blanco County, Colorado.
FURTHER INFORMATION: To obtain copies of the EA and FONSI, or for further information, contact: Jaki Polich, B&CP Loan Specialist, 628 West 5th Street, Cortez, CO 81321, (970)529-8369, [email protected]. The EA and FONSI are also available for public review at USDA-RD 628 West 5th Street, Cortez, CO 81321.
SUPPLEMENTARY INFORMATION: The proposed project consists of a 5.394 megawatt (MW) direct current solar farm in Meeker, Colorado. The project will use ground-mounted, fixed tilt solar arrays, consisting of 16,472, 340-watt (W) solar modules, 2, 2500 kilowatt (kW) inverters, and associated racking and electrical equipment. The Facility would have a generating capacity of 10,296 megawatt-hours (MWh) of energy per year and would sell this energy to White River Electric Association (WREA) under a long term fixed power purchase agreement. Alternatives considered by USDA-RD and Bar D Solar, LLC include: No action. The alternatives are discussed in the Bar D Solar, LLC EA. The USDA-RD has reviewed and approved the EA for the proposed project.
The availability of the EA for public review was announced via notice in the following newspaper(s): The Herald Times, Meeker, CO on September 6, 2018 and September 13, 2018. A 14-day comment period was announced in the newspaper notice(s). The EA was also available for public review at the USDA Rural Development office and website as well as Bar D Solar, LLC offices. No comments were received.
Based on its EA, commitments made by Bar D Solar, LLC and public comments received, USDA-RD has concluded that the project would have no significant impact to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety.
The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low-income populations.
No other potential significant impacts resulting from the proposed project have been identified. Therefore, USDA-RD has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development’s Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project.
USDA-RD is satisfied that the environmental impacts of the proposed project have been adequately addressed. USDA-RD’s federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project.
