Rio Blanco Water Conservancy District Manager Alden VandenBrink had an unusual telephone request a few weeks ago from a pilot wondering if there were any restrictions on Kenney Reservoir for landing a seaplane. The caller said he had business to do in Rangely. VandenBrink told him there were no restrictions in place, and shortly thereafter “the plane dropped in.” Colorado is the only state in the country that does not allow seaplanes to use any state-controlled waterways. Because Kenney Reservoir is locally owned, this seaplane was able to land, take care of business and fly out again.
