Pursuant to the Rules and Regulation of the Colorado Mined Land Reclamation Board published August 1980, and pursuant to the Colorado Surface Coal Mining Reclamation Act 34-33-101, et seq., notice is hereby given of the filing of an application for Phase I through III Bond Release of a portion of the Colowyo Mine site. The application pertains to the existing Colowyo Coal Mine, Permit No. C-1981-019, Colowyo Coal Company L.P., 5731 State Highway No. 13, Meeker, Colorado 81641, filed with the Colorado Division of Reclamation, Mining and Safety (CDRMS), Colorado Department of Natural Resources, 1313 Sherman Street, Room 215, Denver, Colorado 80203, and approved by the Division on August 14, 2018 (latest Permit Renewal). The Colowyo Mine is located approximately 28 miles south of Craig, Colorado.
The Phase I and II bond release areas being applied for were reclaimed from 2011 through 2014 and total approximately 3.3 acres and 83.3 acres respectively. The Phase III area being applied for are permanent structures and total approximately 5.2 acres. All areas being applied for are shown on Maps 1 and 2 within the application. The status of the reclaimed areas is consistent with the requirements of the approved reclamation plan, which includes backfill and grading to the approved post-mine topography, variable topsoil replacement depths, and vegetative establishment supporting the post-mine land use. Listed below is a general legal description of these areas:

Colowyo currently holds a self-bond (Bond No. SB-010) in the amount of $108,025,721.00. With this application, Colowyo will be requesting relinquishment of 60% of the bond held for the Phase I area, and 25% of the base bond held for the Phase II parcels, and 100% of the bond held for the Phase III areas applied for under this application.
A copy of the bond release application is on file at the Moffat County Clerk and Recorder’s Office located in the Moffat County Courthouse, 221 West Victory Way, Craig, Colorado 81625, and the Rio Blanco County Clerk and Recorder’s Office located in Rio Blanco County Courthouse, 555 Main Street, Meeker, Colorado 81641. Written comments, objections, and requests for a public hearing or informal conference concerning this bond release application should be addressed to the Colorado Division of Reclamation Mining and Safety, Colorado Department of Natural Resources, 1313 Sherman Street, Room 215, Denver, Colorado 80203.Comments must be filed within thirty (30) days from the last date of this publication, or within thirty (30) days of the completed inspection by the CDRMS, whichever is later.

CR 5 STOCKPASS 5
REPLACEMENT PROJECT
REQUEST FOR BID
Rio Blanco County is seeking a qualified contractor to replace a sub-standard bridge with an 8’ x 8’ concrete box culvert (pre-cast), remove 52 lin. ft. of culvert, install 59 lin. ft. of 36” drainage pipe, re-align 1,256 feet of roadway, place 1,736 tons ABC Class 6, and place 1,217 tons of Hot Mix Asphalt. Construction specifications will follow the “2017 Colorado Department of Transportation’s Standard Specifications for Road & Bridge Construction”. Project Special Revisions and Standard Provisions applicable to this project are included with the Bid Package. A State of Colorado DOLA Energy Impact Assistance Grant is funding 50% of the project costs.
BID DOCUMENTS: Bid Documents shall be available on June 27, 2019 on-line at www.govbids.com/scripts/co1/public/home1.asp, or on the county’s website at www.rbc.us on the Business/Purchasing/Bid Postings page.
BIDDER QUALIFICATIONS: Vendors must be listed on the most current CDOT Pre-qualified Contractor Listing. Bidder must also be listed as a Business in Good Standing on the State of Colorado Secretary of State Business Listing.
MANDATORY PRE-BID MEETING: Bidders must attend the mandatory pre-bid meeting: July 8, 2019 at 10:00 A.M. at the Rio Blanco County Road & Bridge Dept., 570 Second Street, Meeker.
PROJECT ENGINEER AND QUESTIONS: Van Pilaud, County Engineer, (970) 878-9590, Fax (970) 878-3396. All Bidders are advised to examine the site and become familiar with all conditions. Any questions regarding this Project are to be directed in writing to Van Pilaud before 5:00 P.M. on July 11, 2019 at the above address or fax number.
WORK SCHEDULE: Project shall be complete by October 31, 2019.
BID SUBMITTALS: Bidder shall submit sealed bids for this project which shall include all information required by the contract documents. Bids shall have Bidder’s name and address and “SEALED BID – 2019 CR 5 SP 5 REPLACEMENT PROJECT” printed on the outside.
Each bid must include a certified check or cashier’s check in the amount of not less than five percent (5%) of the total bid, made payable to Rio Blanco County, or by a bid bond in like amount executed by a surety company.

BID OPENING
Bids shall be opened and read in public at 11:15 A.M. on July 16, 2019 at the Rio Blanco County Rangely Annex, Rangely, CO. Bids submitted after 10:45 A.M. will be returned not opened. Bids submitted and opened shall not be withdrawn for 30 days thereafter.
BID AWARD:
Construction efficiency and timely completion are major considerations for the award of this project. A realistic construction schedule is required to be submitted with bid. A bar chart showing the salient features as set forth in the specifications is acceptable.
BID PREFERENCE
C.R.S. 8-19-101, et.seq, shall be observed on all construction contracts on public projects. The law states that when a construction contract for a public project is to be awarded to a bidder, a resident bidder shall be allowed preference against a nonresident bidder from another state equal to the preference given or required by the state in which the nonresident bidder is a resident.
COLORADO LABOR
C.R.S. 8-17-101 states “whenever any public works project financed in whole or in part by funds of the state, counties, school districts, or municipalities of the state of Colorado are undertaken in this state, Colorado labor shall be employed to perform at least eighty percent of the work. The governmental body financing a public works project shall waive the eighty percent requirement if there is reasonable evidence to demonstrate insufficient Colorado labor to perform the work of the project and if compliance with this article would create an undue burden that would substantially prevent a project from proceeding to completion”.

The Rio Blanco County Board of County Commissioners reserve the right to reject any or all bids; to waive any informalities in bids; and to accept the bid that, in the opinion of the Board, is in the best interest of the County of Rio Blanco, State of Colorado.

  • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. Third place team Mr. Rogers and the Hood (accepted by Doug Rogers) Gary Rogers, Mark Beauchamp, Kyle Schutte and Rick Gunter. The white fish have been frozen and will be served at the annual White River Community Association fish fry fundraiser in June.

Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions. Black Sulphur Tavern held a grand opening and ribbon cutting for their new business at 364 Seventh St. The space has been renovated with several TVs and games and provides a fun, friendly atmosphere to watch your favorite sports team and enjoy a burger and wings. Owners Frank Maestas and Pat Maestas are pictured with their new staff and Chamber of Commerce representatives Stephanie Hanson, Trudy Burri and Margie Joy. Follow Black Sulphur Tavern on Facebook. Their hours are Wednesday and Thursday 3-9 p.m., Friday 3 p.m. - 1 a.m., Saturday 11-1 a.m., Sunday 11 a.m. to midnight.
