Request for Proposals (RFP)
for Recycling Services
For the past several years the Town of Meeker has owned and operated a recycling center, located on Third Street within the Town of Meeker, accepting cardboard, paper and aluminum. In recent years the center has been operated by private enterprise at the Third Street location with financial contribution from the Town. The operation has expanded to accept plastic, electronics and appliances and has outgrown the facilities at the Third Street location. The Town Board of Trustees has determined that these recycling services will no longer be offered at the Third Street location.
The Town of Meeker Board of Trustees is seeking proposals for a waste management company to offer cardboard, paper, and aluminum recycling for the residents and businesses within the town of Meeker with the Town providing a possible financial contribution toward the effort in order for it to remain a free or low-cost service. The addition of plastic may be listed as an optional service. The Town owns a horizontal and vertical baler, collection bags and misc. signage and if needed may allow the company awarded the proposal use of these items for this service, maintenance of the equipment will be at the company’s expense.
All proposals must list a location for services to be provided hereunder that is compliant with Town or County zoning regulations, and all proposed services must be compliant with any regulations imposed by the State of Colorado for the collection, storage and shipping of recycled materials. All materials collected must be transported to a materials recovery facility. The services to be performed by the company are those of an independent contractor and not as an employee of the Town. The successful company shall establish and maintain a location where service may be obtained and maintain workers compensation and general liability insurance in the amount of no less than $1,000,000 during the contract.
Proposals shall be mailed or delivered to: Town of Meeker, 345 Market Street, Meeker, CO 81641 by 4:00 p.m. Tuesday, October 1, 2019. The Town Board of Trustees will open the proposals on Tuesday, October 1, 2019, 7:00 p.m. at Town Hall, 345 Market Street in Meeker.
The Town reserves the right to reject any and all proposals; to change, add, or amend the specifications; to waive any informalities; and the right to disregard all nonconforming or conditional bids or counter proposals. Each proposal shall be reviewed and considered consistent with the provisions of the Town of Meeker Purchasing Policy. More information is available from Lisa Cook, 970-878-5344.
All proposals shall be sealed and “Meeker Recycling Services” shall be written upon the front of the envelope.
