Notification of meeting for the Rangely Town Council, Board of Trustees The Town of Rangely Town Council meetings are held on the 2nd and 4th Tuesday of every month starting at 7:00 p.m. in the Court Room at 209 E Main, Rangely, CO 81648. ORDINANCE NO. 4, Series 2009 AN ORDINANCE AMENDING THE “MEEKER MODEL TRAFFIC CODE FOR COLORADO MUNICIPALITIES, REVISED 1995”, PART 12, PARKING. WHEREAS, pursuant to parts 1 and 2 of Article 16, Title 31, C.R.S. and C.R.S. 42-4-111, the Model Traffic Code for Colorado Municipalities, Revised 1995, was adopted by the Town Board of Trustees, the “Town Board”, primarily providing comprehensive traffic control regulations for the Town of Meeker; and, WHEREAS, at its regular meetings on February 3, 2009, the Town Board met with the Town Public Works Superintendent concerning the issues of snow removal and vehicle parking on Hill Street (from Third Street to Fourth Street) and on Third Street (from Cleveland Street to Hill Street) and discussed alternatives to increase the safety of snowplowing operations and alleviating the accumulation of snow and ice on that portion of Hill Street and to mitigate the safety concerns on the easterly side of Third Street resulting from the parking of vehicles along the easterly side of Third Street; and, WHEREAS, the Town Board determined to schedule a public hearing to provide for pubic input concerning the above referenced parking regulations; and, WHEREAS, a public hearing was held on August 18, 2009, before the Town Board at its regular meeting at the Meeker Town Hall, 345 Market Street, of which hearing public notice was given in the Rio Blanco Herald Times newspaper, published on August 13, 2009; and, WHEREAS, the public, at such hearing, was given the opportunity to voice its opinion regarding the proposed parking regulations, described herein above; and, WHEREAS, the Town Board on the basis of the evidence produced at the public hearing has made the following determination of fact: 1. The proposed parking regulations have met the requirements of the laws of the State of Colorado and the ordinances of the Town; and, 2. That the hearing before the Town Board was complete and all persons present had an opportunity to speak; and, 3. That the proposed parking regulations are in the best interest of the public health, safety, and welfare. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF MEEKER, COLORADO: Section I: As provided by the Model Traffic Code for Colorado Municipalities, Revised 1995, as adopted by the Town, and Meeker Municipal Code, Title 10, Vehicles and Traffic, Sections 1204(6) through (11), inclusive, shall be and hereby are enacted as follows: (capital letters or bold print indicates new material added to existing ordinances and a straight line through words indicate deletions from existing ordinances): 1204 Stopping, standing, or parking prohibited in specified places. (6) In addition to the provisions of this section 1204, the following restrictions and prohibitions on parking shall apply: (a) No person shall park a vehicle on the northerly side of Hill Street from Third Street to Fourth Street; (b) No person shall park a vehicle on the southerly side of Hill Street within thirty feet (30′) of its intersections with Third Street or Fourth Street; (c) No person shall park a vehicle on the easterly side of Third Street from Cleveland Street to Hill Street. (7) Any vehicle found to be parking on any designated roads, in violation of this section 1204, may be towed or otherwise removed, at the discretion of the Town Police Department, without delay at the owner’s or operator’s expense, such towing or removal shall be performed in a manner as provided in section 1203(4), (5), (6), and (9) of this part 12. Neither the police officer, any employee of the Town’s Public Works Department, nor anyone acting under the direction of such officer or employee shall be liable for any damage to such motor vehicle, vehicle, cargo, or debris occasioned by such towing or removal. The towing or removal process is intended to clear the obstruction, but such activity should be undertaking so as to mitigate any damage to the vehicle, cargo, or both. (8) Such vehicle, having been removed, shall continue to be impounded until the owner or the person entitled to possession of such vehicle shall have paid the towing and storage charges. Any vehicle remaining in impound and abandoned, shall be disposed of as provided by Title 42, Article 4, Part 18, C.R.S. (9) Any person violating any provisions of this section shall be subject to the penalties as provided by section 1702 of this Code. For a first offense the minimum fine shall be $15.00 and for a second or subsequent offense within one year of the date of the first offense the minimum fine shall be $50.00. (10) The provisions of section 1203(10) of this part 12, which shall apply to the prosecution of any violation of this section 1204. (11) The superintendent of the Town’s Public Works Department is hereby authorized and instructed to erect or install appropriate official traffic control devices necessary to give notice of the restrictions, prohibitions and limitations of this Part 12. Section II: The Mayor and Town Clerk are directed to execute this ordinance. Section III: It is the intention of the Town of Meeker Board of Trustees that each separate provision of this ordinance shall be deemed independent of all other provisions therein. If any section, subsection, sentence, clause, phrase, or any portion thereof is for any reason held invalid or unconstitutional by any court of competent jurisdiction, each subsection, sentence, clause, phrase, or any portion thereof shall be deemed a separate, distinct, independent provision, and such holding shall not affect, impair, or nullify the validity of the remaining portions thereof. Section IV: Pursuant to C.R.S. 31-16-105, the Town Board finds that the adoption of this ordinance is necessary for the immediate preservation of the public health, safety, and welfare, in order to enhance the unobstructed vision of drivers operating vehicles and facilitate maintenance operations on the specified roads, thereby improving the safe movement of vehicles and pedestrians thereon. Upon adoption of this ordinance by an affirmative vote of three-quarters (3/4) of the members of the Town Board and by approval of the Mayor, this ordinance shall take effect immediately. The enforcement of the provisions of this ordinance shall only occur subsequent to the installation of official traffic control devices providing notice of the regulations herein enacted.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.

Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line. The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Black Sulphur Tavern held a grand opening and ribbon cutting for their new business at 364 Seventh St. The space has been renovated with several TVs and games and provides a fun, friendly atmosphere to watch your favorite sports team and enjoy a burger and wings. Owners Frank Maestas and Pat Maestas are pictured with their new staff and Chamber of Commerce representatives Stephanie Hanson, Trudy Burri and Margie Joy. Follow Black Sulphur Tavern on Facebook. The winning teams and individuals for the 18th annual White River Community Association Buy-Fly Fishing Tournament are as follows. Individual top weight catch was Dave Metrovich and longest fish was Kevin Massey. First place team won by Rio Blanco Abstract: Erik Eckman, Adam Parrett, Dave Metrovich and Wayne Kirkpatrick. Second place team was Drake Consulting: Travis Kaiser, John Douglas, Tony Bartolomucci and Bob Brandeberry. Third place team Mr. Rogers and the Hood (accepted by Doug Rogers) Gary Rogers, Mark Beauchamp, Kyle Schutte and Rick Gunter. The white fish have been frozen and will be served at the annual White River Community Association fish fry fundraiser in June.
