LEGAL NOTICES

NOTICE OF A PROPOSED PROJECT OR ACTIVITY WARRANTING PUBLIC COMMENT. NOTICE is hereby given that the following proposed construction activity warrants public comment: Piceance Basin Gathering, LLC operates an oil and natural gas processing facility known as the Fletcher Gulch Gas Plant. This source will be designed to consume 159.1 MMSCF per day of natural gas and will be located in the northwest quarter of Section 3 of Township 1 North, Range 100 West in Rio Blanco County. The source would be considered a major source of air pollutants subject to Prevention of Significant Deterioration (PSD) requirements if the operator did not install emissions controls and accept Federally enforceable emissions limits in the proposed permit. Since the operator will accept emissions limits less than 250 tons per year for each criteria pollutant, this source will be considered a synthetic minor source not subject to PSD review. As such, this permit is subject to public comment per Regulation 3, Part B, Section III.C.1.d. The division will receive and consider the written public comments for 30 calendar days after the date of this Notice. Additional information regarding this action can be found at the Rio Blanco County Clerk’s office and on the Division’s website at: http://www.cdphe.state.co.us/ap/airpublicnotices.html or by contacting Stephanie Chaousy of the Division at 303-692-2297.
