PLEASE TAKE NOTICE that the Eastern Rio Blanco Metropolitan Recreation and Park District (“ERBM”) is inviting bids from qualified General Contractors for the renovation and improvement of the Meeker Town Park, located in Meeker, Colorado.
BID SUBMITTAL
Contractors must submit their proposals before 4:00 p.m. on July 14, 2016, at ERBM’s administrative office located at 101 Ute Road, Meeker, Colorado 81641; (970) 878-3403. Proposals shall be delivered in a sealed envelope titled: Meeker Town Park. A pre-bid meeting will be held at ERBM’s administrative office at 101 Ute Road, Meeker, Colorado 81641, on June 23, 2016 at 11:00 a.m. Attendance by the Prime Contractor is highly recommended and encouraged for submission of bid. A tour of the site will follow the meeting. Last day for additional site tours by appointment only with ERBM is June 30, 2016. Last day for bidding questions is noon July 7th, 2016. PROPOSED SCOPE This is a guaranteed maximum price construction project. Sealed Bids for the construction of The Meeker Coulter Field Airport 2016 Pavement Maintenance project, will be received by Rio Blanco County, by mail at P.O. Box i, ATTN: Vicky Edwards, Meeker CO 81641, with the envelope clearly marked with the name of the bid, until 4 pm local time on June 24, 2016, or hand delivered to Rio Blanco County Commissioners, 200 Main Street, Meeker, CO 81641 with the envelope clearly marked with the name of the bid, until 10:00 am local time on June 27, 2016. The bids will be publicly opened and read aloud in the presence of Bidders at 11:00 am on June 27, 2016 during the County Commissioners Meeting. The project is divided into 3 bid schedules. Bid Schedule 1 includes: Crack Seal, seal coat, temporary and permanent marking Runway 3-21, all connectors, taxiway A and teacup pavement. Bid Schedule 2 includes: Large Aircraft Apron crack seal, seal coat, and temporary and permanent markings. Bid Schedule 3 includes: GA Apron crack seal, seal coat and temporary and permanent marking. No bids will be received after the specified hour and date, and may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified. The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, as amended, to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications including the goals and timetables for minority and female participation.The Meeker Coulter Field Airport hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, sex, creed or national origin.The Bidder shall make good faith efforts, as defined in 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract2.72% of the project to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE”s). In the event that the Bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. Minimum wage rates as established by the Secretary of Labor are applicable to the work performed on this project (Reference 49 CFR 18.36(i)(5)).The Bidder is advised that construction site aviation safety is of paramount importance. There is a Construction Safety Phasing Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict accordance with this plan. There are penalty provisions outlined in the Construction Safety Phasing Plan for noncompliance by the Contractor”s personnel. Sealed Bids for the construction of The Rangely Airport 2016 Pavement Maintenance project, will be received by Rio Blanco County, by mail at P.O. Box i, ATTN: Vicky Edwards, Meeker CO 81641, with the envelope clearly marked with the name of the bid, until 4:00 pm local time on June 24, 2016, or hand delivered to Rio Blanco County Commissioners, 200 Main Street, Meeker, CO 81641 with the envelope clearly marked with the name of the bid, until 10:00 am local time on June 27, 2016. The bids will be publicly opened and read aloud in the presence of Bidders at 11:00 am on June 27, 2016 during the County Commissioners Meeting. The project is divided into 1 bid schedule. Bid Schedule 1 includes: Runway 6-24, all connectors, taxiway A and apron pavement crack seal, seal coat, and temporary and permanent markings. No bids will be received after the specified hour and date, and may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified. Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications. The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, as amended, to the equal opportunity clause and the Standard Federal Equal Employment Opportunity Construction Contract Specifications including the goals and timetables for minority and female participation. The Rangely Airport hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, sex, creed or national origin. The Bidder shall make good faith efforts, as defined in 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 2.58% of the project to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE’s). In the event that the Bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. The Bidder is advised that construction site aviation safety is of paramount importance. There are penalty provisions outlined in the Construction Safety Phasing Plan for noncompliance by the Contractor”s personnel. Pursuant to the Rules and Regulation of the Colorado Mined Land Reclamation Board published August 1980, and pursuant to the Colorado Surface Coal Mining Reclamation Act 34-33-101, et seq., notice is hereby given of the filing of an application for Phase III Bond Release of a portion of the Colowyo Mine site. The application pertains to the existing Colowyo Coal Mine, Permit No. C-1981-019, Colowyo Coal Company L.P., 5731 State Highway No. 13, Meeker, Colorado 81641, filed with the Colorado Division of Reclamation, Mining and Safety (CDRMS), Colorado Department of Natural Resources, 1313 Sherman Street, Room 215, Denver, Colorado 80203,and approved by the Division on April 5, 2013 (latest Permit Renewal). The Colowyo Mine is located approximately 28 miles south of Craig, Colorado. The application areas for Phase III bond release were reclaimed from 2000 through 2003. These areas total approximately 209 acres that are shown in detail on Map 1 within the application. The status of the reclaimed areas is consistent with the requirements of the approved reclamation plan which includes achievement of Phase I and Phase II bond release, a minimum of 5 years since the last seeding and rill and gully repair, and the reclamation parcels have met the requirements of the revegetation success criteria for two years. Listed below is a general legal description of this area: Township 3 North, Range 93 West of the 6th P.M. Section 3 NW SE , SW NE ; Section 4 NW SE , NE NW ; Section 10 SE , NW ; Section 11 SW W Colowyo currently holds a self-bond (Bond No. SB-010) in the amount of $80,517,829. With this bond release application, the Colowyo Mine will be requesting relinquishment of 100% of the bond held for the parcels applied for under this application.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
