TO: THE ELECTORS OF THE TOWN OF DINOSAUR, COLORADO:
NOTICE is hereby given that a regular municipal election for the Town of Dinosaur will be held on Tuesday, April 7, 2020, between the hours of 7:00 A.M. and 7:00 P.M. The polling place for all electors of the Town for the election shall be at the Town Hall, 317 Stegosaurus Freeway, Dinosaur Colorado.
The following Town officers will be elected at such election: A Mayor (two-year term), and three members of the Town Board of Trustees (four-year terms).

Application for an absentee voter’s ballot may be made orally or in writing to the Town Clerk from this date forward until 5:00 o’clock P.M. on Friday April 3, 2020. All absentee voter ballots to be cast in the Municipal Election must be received by the Town Clerk on or before 5:00 o’clock P.M., Tuesday, April 7, 2020, Election Day.

Rio Blanco Water Conservancy District is now accepting Management Proposals for hay and livestock production on lands owned by the district. Hay production and limited grazing will take place on the lands containing 64 acres more or less with the ability to increase acreage to 72 acres. PROJECT NAME, LOCATION AND GENERAL SCOPE OF WORK
2020 Alternative Dust Control Project. Work includes the placement of approximately 28,090 gallons of Earthbind Non-Corrosive Asphalt Emulsion Blend or Approved Alternative on a multi-year test section of approx. 3.8 miles of new gravel on Rio Blanco County Road 116.

BID SUBMITTALS
Bids shall have Vendor’s name and address and “2020 RIO BLANCO COUNTY ALTERNATIVE DUST CONTROL PROJECT” written on the sealed envelope. All required documents shall be included with the bid or it shall be rejected.
Each bid must include a certified check or cashier’s check in the amount of not less than five percent (5%) of the total bid, made payable to Rio Blanco County, or by a bid bond in like amount executed by a surety company.
Mailed bids are due no later than 4:00 P.M. on Monday, April 13, 2020. Hand delivered bids will be accepted in Meeker from 8:00 A.M. to 10:45 A.M. on April 14, 2020. Do not depend on overnight delivery.

BID OPENING

Bids submitted after 10:45 A.M. shall be returned unopened. Bids submitted and opened shall not be withdrawn for 30 days thereafter.
BID PREFERENCE
C.R.S. 8-19-101, et.seq, shall be observed on all construction contracts on public projects. The law states that when a construction contract for a public project is to be awarded to a bidder, a resident bidder shall be allowed preference against a nonresident bidder from another state equal to the preference given or required by the state in which the nonresident bidder is a resident.

ORDINANCE NO. 02-2020
THE BOARD OF TRUSTEES
OF THE TOWN OF MEEKER, COLORADO
AN ORDINANCE TO AMEND CHAPTER 2.08 OF THE MEEKER MUNICIPAL CODE
WHEREAS, the Board of Trustees of the Town of Meeker (“Board of Trustees”) has determined it to be reasonable and necessary to amend Chapter 2.08, Board of Trustees’ Meetings, to add an additional Section 2.08.110, Electronic Participation in Emergency Situations, whereby circumstances under which a member of the Board of Trustees may participate in regular and special meetings by telephone or other electronic means of participation; and
WHEREAS, the Board of Trustees finds and determines this Ordinance is in the best interests of the citizens of the Town of Meeker and reasonably necessary to promote the legitimate public purposes of the health, safety and welfare of the Town of Meeker and the inhabitants thereof.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF MEEKER AS FOLLOWS:
1. Chapter 2.08, Board of Trustees’ Meetings, is hereby amended by adding the following additional Section 2.08.110, Electronic Participation in Emergency Situations:
“(a) In the event a quorum is unable to meet at the day, hour and place fixed in this Chapter 2.08 because meeting in-person is not practical or prudent due to a health pandemic or emergency affecting the Town, meetings may be conducted by telephone, electronically, or by other means of communication (“Electronic Participation”) so as to provide maximum practical notice. Meetings may be held by Electronic Participation if all of the following conditions are met:
(1) The Town Administrator or the Mayor determines that meeting in person is not practical or prudent, because of a health pandemic or declaration of emergency affecting the Town;
(2) All members of the Board of Trustees can hear one another or otherwise communicate with one another and can hear or read all discussion and testimony in a manner designed to provide maximum notice and participation;
(3) Member of the public present at the regular meeting location can hear or read all discussion, testimony and votes, unless not feasible due to the pandemic or emergency;
(4) At least on member of the Board of Trustees if present at the regular meeting location, unless not feasible, due to the pandemic or emergency declaration;
(5) All votes are conducted by roll call;
(6) Minutes of the meeting are taken and promptly recorded, and such records are open to public inspection; and
(7) To the extent possible, full and timely notice is given to the public setting forth the time of the meeting, and fact that some members of the Board of Trustees may participate by telephone, and the right of the public to monitor the meeting from another location.
(b) To arrange to participate via Electronic Participation, a member of the Board of Trustees shall:
(1) Contact the Mayor or Town Administrator in advance of the meeting to determine if an arrangement for such participation via telephone conference or video conference is possible. Members of the Board of Trustees shall endeavor to advice the Town of their intent to participate via Electronic Participation at the earliest possible time and not less than twenty-four (24) hours prior to the requested participation.
(2) The Town shall initiate the Electronic Participation no more than ten (10) minutes prior to the scheduled time of the meeting. Upon disconnection during a meeting, the Town Administrator or Town Clerk shall make one attempt to re-initiate the connection.
(c) Electronic Participation shall only constitute actual attendance for purposes of establishing a quorum for meetings during which no quasi-judicial matters will be heard or considered.
(d) This Section shall only apply to regular and special meetings of the Town of Meeker Board of Trustees.
(e) The Town shall provide reasonable accommodation and shall waive or modify provisions of this Section to provide any handicapped members of the Board of Trustees full and equal access to Town of Meeker Board of Trustees’ meetings.
2. Except as specifically modified herein the remaining provisions of the Meeker Municipal Code shall remain in full force and effect.
3. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is, for any reason, held to be invalid or unconstitutional by the final decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance.
EFFECTIVE DATE
This Emergency Ordinance shall take effect immediately after adoption as provided in Section 30-15-405 C.R.S.

Nominating Meetings
MOON LAKE ELECTRIC ASSOCIATION, INC
Members of Moon Lake Electric Association, Inc., who reside in Districts 1 and District 6 are hereby notified of District Nominating Meetings which have been scheduled as follows:
✓ District 1 – 6:00 p.m., March 26, 2020, at the Moon Lake Electric Office in Altamont.
• This includes members living in the areas west of Dry Gulch, including Altonah, Upalco, Bluebell, Altamont, Mt. Home, Talmage, Tabiona, and Hanna
✓ District 6 – 6:00 p.m., March 25, 2020, at the Jensen Water Improvement District Office.
• This includes members living in the areas east of the Lapoint Highway 40 turnoff, including the communities of Gusher, Ouray, Jensen, and Flaming Gorge, Utah, and Dinosaur, Colorado
These meetings are called under the provisions of Bylaw IV, Section 3, of the Bylaws of Moon Lake Electric Association, Inc.
The purpose of the meetings is to nominate candidates for the position of Director for the above Districts. Only Bonafide members residing in the District may make nominations for the position of Director, and nominations so made at this meeting will be voted on at the Annual Meeting to be held May 28, 2020. Nominations shall be restricted to no more than four individuals by a majority vote of members present at the meeting. In addition to the nominations made at the nominating meetings, candidates may be nominated by petition, of any fifty or more District members. Petition packets are available at Moon Lake’s headquarters office. Any petition must be received at the Moon Lake Electric Roosevelt Office by April 9, 2020. Members having questions concerning District boundaries should contact the Roosevelt Office at 435-722-5400.
