   C. Move to approve/deny a Cooperative Forest Road Agreement #20-RO-11021500-020 between the Board of County Commissioners of Rio Blanco County, Colorado and the USDA, Forest Service, White River National Forest for the cooperative planning, survey, design, construction, reconstruction, improvement and maintenance of certain Forest Roads in Rio Blanco County.

   D. Move to approve/deny Contract Modification No. 01 to the Road Project Agreement #20-RO-11021500-020, an agreement between the Board of County Commissioners of Rio Blanco County, Colorado and the USDA, Forest Service, White River National Forest, for the County Road 17 BNC Widening Project (NFR 245.1), agreeing to perform work in exchange for $20,740.00.

Meeker Recreation Center (MRC) Roofing Replacement

PLEASE TAKE NOTICE that the Eastern Rio Blanco Metropolitan Recreation and Park District (“ERBM”), a political subdivision of the State of Colorado, is inviting proposals from qualified General Contractors for the Meeker Recreation Center Roofing Replacement, located at 101 Ute Rd. in Meeker, Colorado.
Contractors must submit their bid proposals before 5pm on Friday, June 12th, 2020 at ERBM’s administrative office located at 101 Ute Road, Meeker, Colorado 81641; or via email at [email protected]. Bids must be clearly marked “MRC Roof Replacement”.

PLANNING COMMISSION VACANCY
The Town of Meeker is seeking interest from qualified individuals for a position on the Meeker Planning Commission. The position will be filled by an appointment made by the Board of Trustees at its regular Board Meeting to be held May 19, 2020. Applications are available at: www.townofmeeker.org/planning-commission-vacancy/ and must be received at Town Hall, 345 Market Street, Meeker, Colorado 81641 no later than 5:00 P.M. on Thursday, May 14, 2020. Qualifications for the Planning Commission member position are 1) Registered voter within the Town of Meeker, 2) Eighteen years of age or older, and 3) must have resided in the Town of Meeker for at least twelve consecutive months immediately preceding the date of appointment. The length of appointment will be until May 2023 at which time the appointed individual may seek another 3-year reappointment from the Town Board. The position pays $50 per month. SENIOR CITIZEN’S WATER RATE REDUCTION PROGRAM
If you live in a household with one family member who is 64 years or older, as shown by a birth certificate, school records, and military discharge documents or other supporting documentation acceptable to the Town of Meeker, you may qualify for a reduced water rate during the months of May through September. Eligible households receive the first 8,000 gallons of water free each month (a savings of $24.00 per month). Usage over 8,000 gallons per month will be billed at the rate of $1.55 cents per 1,000 gallons. See attached fee increase schedule.
To qualify for the program, the total gross family income for all residents of the household must be less than one thousand, eight hundred fifty two dollars and sixty nine cents per month ($1,852.69) or twenty-two thousand, two hundred thirty two dollars and thirty seven cents ($22,232.37) per year as evidenced by the federal income tax return/s for all household members for the year 2019. If you are not required to file an income tax return, please provide copies of all non-taxable income received by the household for the year 2019.
If you have been previously enrolled in this program, the Town has your proof of age on file and will only require that you provide the income tax return or written proof of non-taxable income. To qualify for the program for the month of May, please provide the town with the required information no later than May 20, 2020. If you miss the May deadline you may qualify for a reduction in June if the required information is filed with the Town no later than June 20, 2020.

Notice of Initiation of the Section 106 Process-Public Participation in accordance with the FCC’s Nationwide Programmatic Agreement. Hemphill, LLC intends to construct a communications facility at 3.32 mi SW of Co Rd 123 & Co Rd 67, Meeker, Rio Blanco County, CO 81641 (39.971694, -108.040864). The facility will include a self-supporting telecommunications tower with an approximate overall height of 127 ft. and associated equipment. Hemphill, LLC is publishing this notice in accordance with Federal Communications Commission regulations (47 CFR § 1.1307) for Section 106 of the National Historic Preservation Act (NHPA) and for the National Environmental Policy Act (NEPA). RIO BLANCO COUNTY
CR 7 M.P. 4.24 BRIDGE REPLACEMENT project
REQUEST FOR BID
Rio Blanco County is seeking a qualified contractor to replace a sub-standard bridge with a 16’ x 10’ concrete box culvert (poured in place) and remove existing bridge. Construction specifications will follow the “2019 Colorado Department of Transportation’s Standard Specifications for Road & Bridge Construction”. Project Special Revisions and Standard Provisions applicable to this project are included with the Bid Package. A State of Colorado DOLA Energy Impact Assistance Grant is funding 40% of the project costs. Successful bidder shall also provide an engineer-stamped Load Factor Rating Summary.

BIDDER QUALIFICATIONS: Vendors must be listed on the most current CDOT Pre-qualified Contractor Listing. MANDATORY PRE-BID MEETING: Bidders must attend the mandatory pre-bid meeting: May 18, 2020 at 10:00 A.M. at the Rio Blanco County Road & Bridge Dept., 570 Second Street, Meeker.

BID OPENING
Bids shall be opened and read in public at 11:15 A.M. on May 26, 2020 at the Rio Blanco County Historic Courthouse, 555 Main Street, 3rd Floor, Meeker, CO. Bids submitted after 10:45 A.M. will be returned not opened. Bids submitted and opened shall not be withdrawn for 30 days thereafter.
BID AWARD:
This project cannot be awarded until the County receives a grant contract from the State of Colorado, anticipated to be by mid-May.
Construction efficiency and timely completion are major considerations for the award of this project. A realistic construction schedule is required to be submitted with bid. A bar chart showing the salient features as set forth in the specifications is acceptable.
BID PREFERENCE
C.R.S. 8-19-101, et.seq, shall be observed on all construction contracts on public projects. The law states that when a construction contract for a public project is to be awarded to a bidder, a resident bidder shall be allowed preference against a nonresident bidder from another state equal to the preference given or required by the state in which the nonresident bidder is a resident.
COLORADO LABOR
C.R.S. 8-17-101 states “whenever any public works project financed in whole or in part by funds of the state, counties, school districts, or municipalities of the state of Colorado are undertaken in this state, Colorado labor shall be employed to perform at least eighty percent of the work. The governmental body financing a public works project shall waive the eighty percent requirement if there is reasonable evidence to demonstrate insufficient Colorado labor to perform the work of the project and if compliance with this article would create an undue burden that would substantially prevent a project from proceeding to completion”.
