Hamblin named Sergeant at Arms for FBI-LEEDA executive board

RANGELY | The FBI Law Enforcement Executive Development Association (FBI-LEEDA) announced the inauguration of its latest executive board members, including Chief Joel F. Fitzgerald, Sr., Ph.D. as President and Chief TiRynn Hamblin as Sergeant at Arms for the 2024-2025 term.  

The full Executive Board, which will lead the organization in advancing the science and art of law enforcement leadership training on a global scale, was sworn in at FBI-LEEDA’s 32nd Annual Executive Training Conference in San Antonio, Texas, in May 2024: President Chief Joel Fitzgerald (Denver, CO), First Vice President Sheriff Lon Thiele (Owatonna, MN), Second Vice President Chief Christopher Workman (Cheswold, DE), Third Vice President Chief Torrie James (Smyrna, DE), Sergeant at Arms Chief TiRynn Hamblin (Rangely, CO), Past President Chief Donna McNamara (Stoughton, MA).

“We are thrilled to welcome Chief Fitzgerald as President of FBI-LEEDA and Chief Hamblin as Sergeant at Arms for the upcoming year,” said Jacques S. Battiste, Executive Director of FBI-LEEDA. “Their impressive leadership experiences in the law enforcement industry have provided them with the expertise necessary to effectively lead our organization. We look forward to all Chief Fitzgerald, Chief Hamblin and the entire Executive Board accomplishes this year.” 

Chief Fitzgerald has been a member of FBI-LEEDA’s Executive Board since 2019 when he was elected Sergeant at Arms. A Philadelphia native and graduate of Villanova University, Fitzgerald has held the rank of Chief of Police five times throughout his career and has made history as the first African American to hold the rank in each organization. 

Chief TiRynn Hamblin currently serves as Chief of Police for the Rangely Police Department in Rangely, Colorado. Under his leadership, the Rangely Police Department’s entire command staff earned the FBI-LEEDA Agency Trilogy Award. He is currently enrolled at Arizona State University to earn his Bachelor of Science in Public Service and Public Policy (Emergency Management and Homeland Security).
