Meeker trustees discuss plans for water rate increases in September

MEEKER | Meeker’s Board of Trustees spent significant time at the May 6 board meeting discussing options for raising the town’s water rates. 

In a previous meeting in April, Town Administrator Mandi Etheridge told the board that rate increases are necessary to cover the costs of repairs and replacement of aging infrastructure (the Garfield Street water line, currently being replaced, is over 100 years old) and to provide the matching funds for grants to pay for big water projects, like the one on Garfield Street 

Currently, the town has a tiered usage plan that starts at a base rate of $24 a month for up to 8K gallons. Usage over 8K gallons a month is charged per 1,000 gallons at an incremental rate. Rates vary for bulk water and out-of-town water users. The Town also offers a senior rate reduction program for income-eligible seniors. There are 16 regular applicants for that program.

Etheridge noted that while the tiers were changed in the late 2010’s, the water rates haven’t been raised in 20 years. Meeker’s rates are significantly lower than comparable communities, and that plays a factor in grant funding. The board considered Resolution 03-2025 to amend the fee schedule, but wanted additional information before making a decision. Trustees will revisit the resolution at the next meeting of the board. If approved, rate increases would take effect in September.

Survey work is underway on Robert Street, Etheridge said, adding that the town has met with both landowners. Trustees want to ensure the access from Sanderson Hills subdivision to Sage Hills subdivision via Robert Street is “restored to the way it was.”

In other business:

• Etheridge reported that progress on the Garfield Street water line replacement continues. 

• Trustees approved a liquor license transfer from Caroline’s Louisiana Kitchen to the Piceance Creek Tavern, LLC. The former owner of Black Sulphur Tavern, Frank Maestas, said he has “parted ways” with his former business partner. The Piceance Creek Tavern will provide the same food and drink options and sports viewing in a smaller venue. Maestas said staff has completed training recommended by Police Chief Thompson. 

• Amanda Smith, Greg Hanberg and Michele Morgan will continue on the planning commission board.

• Trustee Tiffany Jehorek is leaving the town board and her seat will need to be filled, and there’s an opening on the housing authority. 

• Approved a change order for the Circle Park project for paving.
