NOTICE OF INTENT TO MODIFY WEATHER
Notice is hereby given that Rain Enhancement Technologies (“RET”) is filing with the Director of the Colorado Water Conservation Board an application for a permit to conduct a weather modification program within the State of Colorado.
The name of the person who shall be in control of the program is Scott Morris, Rain Enhancement Technologies. The Primary Target Area for the five-year Weather Modification Permit is defined as the watershed of the Yamcolo Reservoir in/near Routt County.
Article 36-20-112 requires that this notice be published in counties inclusive of, and adjacent to, the Target area, including the following: Eagle, Garfield, Grand, Jackson, Mesa, Moffat, Rio Blanco, and Routt counties.
The weather modification program will consist of an ionization station to be located near Yamcolo Reservoir, within or proximate to Routt County. Operations are expected to begin upon issuance of the permit and continue for the duration of the permit.
The intended effect of the weather modification operations is to increase precipitation within the Primary Target Area, to benefit agricultural operations in the area.

The Rangely Planning and Zoning Commission will consider:
1. Recommended changes to Rangely Municipal Code, Title 15, Article I, General Provisions; Article II, Administration and Definitions; and Article IV, Zoning.
Draft Articles with changes are available on the Town’s website for public review and comment. The Commission will be asked to provide input and recommendations on adoption of ongoing Land Use Code (LUC) updates;
2. Approving meeting minutes for meeting held 7/13/2026. Regularly scheduled meetings 8/11/2026 and 9/14/2026 were cancelled.
3. New Business:
a. Discussion of purpose of prior designation of the Restricted Zone, defined as Hwy 64/Main St through town, including lots ½ block north and south of Main Street, and restricting residential uses in the Town Restricted Zone.
b. Town Manager suggests revisiting the number of members of Planning and Zoning Commission due to difficulty recruiting new members. Consider changes to RMC Title 15, Article II, Section 31.1.

TREE & BUSH TRIMMING
In order to create a clear operation area for all Town of Meeker maintenance equipment along all streets within the Town, all trees, tree branches and other objects causing visual obstruction at intersections must be removed to permit the safe operation of Town equipment and promote the safe movement of vehicular traffic. The clear zone and/or obstructed intersections must be cleared by the property owner by October 15, 2026, prior to the Town Public Works Department clearing operations.

Rangely School District RE-4 Board of Education Seeking Letters of Interest to Fill Vacant Seat
Rangely, Colorado – September 18, 2026 – The Rangely School District RE-4 Board of Education is officially accepting letters of interest from qualified community members to fill a vacancy on the Board. The opening follows the recent resignation of Board Member Kristie Kilduff. While Ms. Kilduff’s term runs until November, 2029, the appointee will need to run in the November, 2027 school board election to serve the remaining two years of the vacant term.
To qualify for the vacant Board seat, applicants must meet the following legal requirements:
Be registered to vote
Be a resident of Rangely School District
Interested individuals must submit a letter of interest to Sarah Nielsen, BOE President, via email or by mail/hand-delivery to the District Administration Office located at 402 West Main Street, Rangely, Colorado, 81648.
Letters of interest must be fully submitted no later than 6:00pm on October 20, 2026.
Following the close of the application window, the Board of Education will review materials and publish the list of prospective candidates. The Board plans to conduct public interviews during a Special Meeting on November 17, 2026, with the final appointment and oath of office scheduled to take place during the Regular Board Meeting on November 17, 2026.
