County Beat: March 21, 2019

RBC | The Board of County Commissioners of Rio Blanco County called their monthly meeting in Rangely to order on March 18 at 11 a.m.  Commissioners Jeff Rector, Si Woodruff and Gary Moyer were in attendance. Because of a lack of new business on the agenda the commissioners moved into open bids and bid awards.

All bids for the following projects were approved and presented to the county commissioners by the appropriate committees and will be awarded at the next BOCC meeting: Rocky Mountain Weed Management and Elder Weed Spraying bid for the 2019 Lower White River Pest Control District Commercial Equipped Applicator Bid and Coulter Aviation bid on the 2019 Lower White River Pest Control District Aerial Spray Bid.

The commissioners awarded the 2019 Rio Blanco County Columbine Park Multi-Purpose Indoor Arena Design Project to Civic Form Associates in an amount not to exceed $185,700. Woodruff moved to award the bid and Moyer seconded it. Moyer asked Project Coordinator Eric Jaquez about change orders possibilities. Jaquez explained that there could be up to a $45,000 difference determined by the state’s approval of a waiver.  

The board approved an agreement for services between the Board of County Commissioners of Rio Blanco County and G.A. Western Construction Company for the 2019 Rio Blanco County Bridge Maintenance Project, in an amount not to exceed $202,615. Moyer moved to approve and Woodruff seconded it. The commissioners did not take the low bid on this job because it was an “unreasonable” amount. The low bidder came in under $6,000 but the paint alone was priced at approximately $15,000 and the bidder was not certified from the paint company to even purchase the necessary paint for the project.

The commissioners reported attending the DOLA grant meeting, where Rector stated “the county’s road and bridge gang knocked it out of the park,” and commended them on their grant preparation and presentation to DOLA. Commissioners also reported attending a Club 20 meeting in Grand Junction, the rally in Grand Junction against Senate Bill 181 which proposes significant changes to Colorado’s oil and gas regulatory framework. Rector was a speaker at the rally. On Thursday, March 14 Rector attended a CCI meeting. 

The next commissioners’ meeting is scheduled for Monday, March 25 at 11 a.m. in Meeker.
