Water line bids received

MEEKER I Town trustees received and opened six bids for the planned Water Street water line replacement, scheduled for this summer. $1.3 million is budgeted for the project and the town has applied for a DOLA grant to cover a part of the cost but won’t know if that grant is awarded until April.
Bids were received from United Companies (Grand Junction), RCD Construction (Hayden), TDA Construction (Meeker), Native Excavating (Steamboat Springs), CW Construction LLC (Grand Junction) and Duran and Pierce Contractors (Craig). CW Construction LLC was the low bidder. Town staff will review the bids and award them at the March 17 meeting.

Mary Jo Carroll and Katy Alger requested a special use permit to operate a pet grooming service out of a home at 353 Park Ave. The planning commission recommended approval of the permit conditional on the business operating by appointment only, no walk-in clients. Two letters were received opposing the application from neighbors related to parking concerns and noise issues. Those concerns were addressed by the planning commission. Four letters were received in support.
“It’s been a long time dream of mine to be able to work from home,” Alger said.
Trustees approved the permit unanimously.
Town staff recommended awarding a bid for a new UTV to All-Terrain Motorsports of Grand Junction for $11,999. Trustees approved the bid award.
The board heard from Roy Gilbert, 2020 Range Call Committee president, requesting financial support or sponsorship for the annual Range Call celebration.
Lisa Cook said the town last sponsored Range Call in 2013 to the tune of $1,000, adding that the police department donates a significant amount of time providing security for the event. The trustees agreed to consider the proposals and come back with a decision.
Gilbert said this year’s concert performer has been lined up, but the name can’t be released until the contract is signed. This year’s Range Call Celebration is planned for July 2-5.
In mayor’s comments, Regas Halandras said the town needs to have a “checklist” for property owners who are going through the demolition/abatement process to help them navigate the requirements.
Town Manager Lisa Cook said those requirements are included in the “rehabilitation application” property owners are required to submit to the town prior to demolition and abatement procedures.
“We have an application. It’s not a demolition contract or application, it’s a rehabilitation application. On that application, it doesn’t tell you every detail, but it does tell you what’s required to rehabilitate that lot, and that you have to get it signed off by all of the utility companies. That’s the owner’s responsibility to know and understand what needs to be done. It’s not an easy process and I know it’s frustrating, but there is an application,” Cook said. The process is new for town staff, as well as property owners. The apartment complex owned by Melinda Parker underwent demolition recently.
