TOWN OF MEEKER EMERGENCY ORDINANCE NO. 5, SERIES 2012 AN EMERGENCY ORDINANCE IMMEDIATELY BANNING OPEN FIRES AND OPEN BURNING TO INCLUDE THE SALE AND USE OF FIREWORKS FOR THE TOWN OF MEEKER. WHEREAS, The Board of Trustees of the Town of Meeker has the power to adopt emergency ordinances for the Town of Meeker; and WHEREAS, Colorado Revised Statutes 31-15-103 and 31-16-101 give the municipalities the power to make and publish ordinances and the power to enforce ordinances; and WHEREAS, the Board of Trustees has specific authority to adopt an ordinance banning open fires to a degree and in a manner that the Board deems necessary to reduce the dangers of fire in the incorporated areas of the Town of Meeker; and WHEREAS, the Police Department is charged with enforcing Town Ordinances and charging individuals violating said ordinances. NOW THEREFORE, IT IS ORDAINED BY THE BOARD OF TRUSTEES OFTHE TOWN OF MEEKER AS FOLLOWS: Section 1. Title. This ordinance shall be known as the “The Town of Meeker Open Fire and Burning Restrictions”: and may be cited as such. Section 2. Purposes: The purpose of this Ordinance is to preserve and protect the public health, safety, and welfare of the citizens of Meeker, Colorado, by banning open fires and open burning, to include the use and sale of fireworks, within the incorporated areas of the Town of Meeker in order to prevent fires and loss of property given the high danger of such fires and loss to due to the dry conditions. Section 3. Application: This Ordinance shall apply throughout the incorporated town limits of Meeker including public and private lands. Section 4. Definitions: Open fires or open burning: For purposes of this Ordinance, open fires or open burning shall be defined as any outdoor fire, campfire, warming fire, fused explosives, fireworks of any kind or brand, and the burning of fields, trash and debris. Section 5. Unlawful Acts: It shall be unlawful for any person to build, maintain, attend or use an open fire or conduct an open burn or use fireworks of any kind or brand in the incorporated town limits of Meeker including public and private lands. Section 6. Exceptions/Exemptions: The following shall not be in violation of Section 4: a.) Fires contained within liquid-fueled or gas fueled stoves, fireplaces within buildings, charcoal grill fires and chimineas type enclosure (provided adequate fire suppression items are available and the grill/chimineas is constantly attended), and fires in wood-burning stoves inside private residence. b.) Any federal, state or local officer, or member of any organized rescue or firefighting force in the performance of official duty. c.) Production type firework shows put on by trained personnel having standby emergency fire suppression present on site. Section 7. Enforcement Agencies/Prosecution: This Ordinance shall be enforced by the Meeker Police Department and it shall have the authority to order any person to immediately cease any violation of this Ordinance. This authority shall include, but is not limited to, the right to issue a summons and the right to take such person or persons into temporary custody. Section 8. Safety Clause: The Board of Trustees for the Town of Meeker determines and declares that this ordinance is necessary for the immediate preservation and protection of the health, safety and welfare of the citizens of the Town of Meeker, Rio Blanco County, Colorado. Section 9. Future Imposition or Suspensions: The Board of Trustees hereby determines that the imposition or suspension of a fire ban is a matter of immediacy and that it may be accomplished by Motion of the Board of Trustees pursuant to the authority of this Ordinance. The Board desires that for future reference, the Town will concurrently adhere to any future fire ban set or suspended by Rio Blanco County and the Town will be under such designation as the Rio Blanco County fire ban status currently in effect.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch. The 2024 Meeker High School boys basketball team held their awards banquet last week. Jace Mobley was named Player of the Western Slope League and all-conference, Ryan Sullivan all-conference, Jonathon Fitzgibbons all-conference, Ethan Quinn honorable mention all-conference, Jacob Simonsen honorable mention all conference. Mobley will play in All State games. Coach Klark Kindler was named Western Slope Coach of the Year. Left to right: Bryan Rosas, Simonsen, Quinn, Fitzgibbons, Mobley and Sullivan.

Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.
