RBC | The Dec. 20, 2022, regular meeting of the Rio Blanco County Board of Commissioners was brief due to the commissioners hosting a lunch meeting with Senator Dylan Roberts after the regular business was finished.
In the meeting, the commissioners approved a 2023 CCITF agreement with the Town of Rangely in the amount of $40,000. This agreement helps to support the repairs to the foundation at White River Village.
They also approved a 2023 CCITF agreement with the Rangely Junior College District in the amount of $12,500. This funding is 50% of the land purchase for the shooting range behind the campus. Gates stated that he believes it to be a “great investment” due to the Sherriff’s Office’s use of the range.
The board approved the final settlement for the 2022 Meeker Airport Outfall Project for TDA Construction, and Federal Financial Report Forms, Form SF425 for Rangely Airport Projects Federal Grant Number: 3-08-0047-019-2022 Number: -018-2021 Number: -017-2021 Number: -016-2021 Number: -015-2021. Also approved was an Outlay Report and Request for Reimbursement for Federal Grant No. 3-08-0047-019-2022, for Rangely Airport Projects.
The board discussed with staff website maintenance and agenda formatting in order to comply with new state ADA requirements. The discussion did not become a motion at this time. This is part of an ongoing discussion on how the county will proceed to meet the Americans with Disabilities Act and HB21-1110, a state law that makes it a state civil rights violation for a government agency to exclude people with disabilities from receiving services or benefits because of lack of accessibility. Consequences of non-compliance include: Any Colorado government entity that doesn’t meet OIT’s web accessibility standards could be subject to injunctive relief, meaning a court order to fix the problem; actual monetary damages; or a fine of $3,500 payable to the plaintiff, who must be someone from the disability community. The BOCC considered several ideas but did not come to any conclusions. All state agencies and local governments must comply with state standards by July 1, 2024. Colorado Senator Dylan Roberts visited the commissioners to introduce himself and share his goals as a senator. He currently serves as Chairman of the Agriculture, Livestock and Water Committee. He plans to ensure that he can implement laws that respect the needs and resources of landowners and ranchers established in Rio Blanco County and District 8 for generations.
