We are delighted to introduce two exceptional leaders who joined Colorado Northwestern Community College on Dec. 8, 2025, as our newest vice presidents: Ms. Anya Peterson Frey, Vice President for Business Services, and Mr. Laura Dulgar, Vice President for Student Services.
Peterson Frey brings to CNCC a powerful blend of financial expertise, leadership experience, and community-driven vision. With six years as a CFO, she has led economic and community development initiatives, directed small business incubation programs, provided detailed research and analysis in multiple professional roles, and taught as both a college instructor and business consultant.
She also holds several value-added certifications that highlight her broad professional mastery and potential for cross-campus collaboration: SPHR (Senior Professional in Human Resources), Certificate in Data Analytics – Cornell University, Profit Mastery Program – Certified Financial Analysis Trainer, Board Certified Patient Advocate, Certificate in Contract Law.
Dulgar joins CNCC with nearly 40 years of experience dedicated to student development and success. Holding a master’s degree in counseling and personnel services, she has served in numerous leadership roles across higher education, including a decade as the Dean of Students at Estrella Mountain College in Arizona and, most recently, as an enrollment-management consultant.
Her deep expertise spans student testing, orientation, outreach, recruitment, retention, conduct, and Title IX. With an undergraduate degree in K–12 education, she has continued to teach throughout her administrative career, sharing her passion for student development in classrooms and national conferences alike.
In her new role, Dulgar will oversee recruitment, admissions, financial aid, registration and records, student life, wellness, advising and retention, marketing, and enrollment management.
