MEEKER | The Meeker Regional Library Board approved a $130,000 commitment toward curriculum materials for Meeker School District students during its May meeting, while also advancing a major roof repair project and discussing changes to meeting procedures and governance.
The board voted unanimously to commit $130,000 toward curriculum and instructional materials identified by Meeker School District Superintendent Chris Selle as priority needs for the coming school year.
Selle told board members the district faces significant curriculum expenses as publishers increasingly move away from traditional textbooks and toward subscription-based digital materials.
“We often find ourselves picking between essentials and things we want to do,” Selle said. “These are absolutely essential materials.”
The request included curriculum adoptions, supplemental instructional materials and classroom novels. Selle said partnerships with community organizations help stretch district dollars and allow funding to be directed toward other needs, including enrichment opportunities, technology and staff compensation.
Board members discussed using part of the library district’s stronger-than-anticipated financial position to support literacy and education initiatives. Vice-president Keri Grieser said she could not think of a better use for the funds than supporting literacy in local schools.
The board ultimately approved the full $130,000 request, with plans to amend the library district’s budget later this year to accommodate the expenditure.
The board also approved a construction agreement with Ajax Roofing for the library roof replacement project. The contract includes a not-to-exceed amount of approximately $200,000, including a 10% contingency for unforeseen issues during construction.
Library attorney Glory Schmidt said the revised contract provides a clearer scope of work and identifies Library Director Kristina Selby as the district representative for project management and change orders.
Board members discussed details of the project, including repairs to parapet caps, drainage issues and warranty provisions. The final agreement includes a two-year warranty on completed work.
In addition, trustees approved a $42,000 agreement with ServPro for containment, air filtration and post-construction cleaning services associated with the roofing project.
The board also renewed its memorandum of understanding with Meeker School District for school library services. The agreement will continue to provide library support within the schools while allowing school librarian Amber Garcia to provide additional reading intervention instruction as elementary enrollment patterns change.
Selle said declining class sizes have allowed the district to restructure portions of its elementary schedule, creating opportunities for Garcia to assist with reading instruction while maintaining library services.
Trustees spent considerable time discussing meeting minutes and public records procedures. Board members generally agreed minutes should continue focusing on board actions and decisions while providing additional detail when warranted, particularly for significant expenditures and major projects.
Suggestions included documenting non-unanimous votes, identifying public commenters when possible and more closely aligning minutes with agenda items to make future reference easier. Schmidt, the contracted attorney for the district, is compiling the minutes for the board.
The board also discussed a proposed intergovernmental agreement with the Town of Meeker and Rio Blanco County concerning library board appointments. Trustees expressed support for working with both entities to create a consistent appointment process and to continue staggering board terms.
During public comment, Meeker resident Tonie Philippi praised Selby and library staff for their professionalism and commended Grieser’s leadership during a recent meeting.
“It was by far the best-led meeting I’ve attended,” Philippi told the board.
Library Director Kristina Selby reported circulation remains steady and highlighted recent additions to the library’s “Library of Things” collection, including a badminton set available for checkout. She also reported progress on digital archives and ongoing discussions regarding library shelving and facility improvements.
The board’s next regular meeting is scheduled for June 24.
