White River Agency, Colorado

September 29, 1879

To E. S. HAYT,

Commissioner, Washington, D.C.:

Major Thornburgh, Fourth Infantry, leaves his command 50 miles distant and comes today with five men.  Indians propose to fight if troops advance.  A talk will be had tomorrow.  Captain Dodge, Ninth Cavalry, is at Steamboat Springs, with orders to break up Indian stores and keep Indians on reservation,  Sales of ammunition and guns brisk for ten days past.  Store nearest sent back 16,000 rounds and 13 guns.  When Captain Dodge commences to enforce law, no living here without troops.  Have sent him to confer.
