AN ORDINANCE APPROVING A MAP AMENDMENT TO THE TOWN OF MEEKER ZONING MAP FOR THE CONRADO ANNEXATION

WHEREAS, Conrado property owners have applied for approval of a Map Amendment to establish a Community Facilities (CF) zoning designation on the Town of Meeker Zoning Map for the Conrado Annexation property; and

WHEREAS, the Meeker Planning Commission held a public hearing on this application on March 11, 2024 and recommended approval; and

WHEREAS, on March 19, 2024, the Board of Trustees of the Town of Meeker conducted a properly noticed public hearing on this application; and

WHEREAS, the Board of Trustees hereby determines that the application complies with Town regulations; and

WHEREAS, approval of this application vests certain rights as described in Section 18.1.12 of the Meeker Municipal Code.

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF MEEKER AS FOLLOWS:

The Board of Trustees approves the above-iden​tified Map Amendment.

NOTICE

CR 4 BRIDGE CLOSURE

 Rio Blanco County Road & Bridge will be starting a project on the CR 4 Bridge (Wilbur Bridge) beginning on April 15, 2024.  The purpose of this project is to replace the bridge deck.  This will necessitate the bridge being closed from April 15th to May 21st.  Please plan on alternate access to CR 4 (Mesa) from CR 8 or to CR 8 coming off the Mesa during this time.

NOTICE OF REQUEST FOR PROPOSALS – Rangely District Hospital (RDH) MRI Imaging Suite project

PLEASE TAKE NOTICE that the Rangely District Hospital (“RDH”) is inviting proposals from qualified General Contractors for an MRI Imaging Suite Addition at 225 Eagle Crest Drive: Rangely, Colorado.

Contractors may obtain the RFP documents and guidelines on or after Monday, April 1st, 2024. Interested Contractors must submit their bid proposals before 4pm on Friday, April 12th, 2024, via email per RFP bid instructio​ns. Construction timing to be negotiated with contractor. RDH reserves the right to accept or reject any and all bids. Each proposal shall be reviewed and considered consistent to adopted RDH Fiscal Policies and Procedures.

AN ORDINANCE AMENDING THE MEEKER MUNICIPAL CODE

TITLE 18 – SUBDIVISION AND ZONING

WHEREAS, the Board of Trustees has determined it to be reasonable and necessary to amend the Town of Meeker Municipal Code, Title 18 – Subdivision and Zoning; and

WHEREAS, the Board of Trustees conducted a public hearing on this request on March 5, 2024; and

WHEREAS, the Board of Trustees has determined that such amendments and updates are in the best interests of the citizens of the Town of Meeker to promote the legitimate public purposes of the health, safety, and welfare of the Town of Meeker and the inhabitants thereof.

NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF MEEKER AS FOLLOWS:

1. Section 18.1.7 – Allowable Uses Chart for Mixed Residential Zone shall be amended to add Recreational Facility (indoor or outdoor) as a Conditional Use under commercial uses.

2. Section 18.2.6(2)(b) – Minor Subdivision shall be amended to read as follows: “Minor subdivisions include all subdivisions or re-subdivi​sions that would create less than five (5) separate parcels of land, or that subdivide a parcel of land for the purpose of cottage court development, and, that do not require or propose public right-of-way dedications or public improvemen​ts, but shall not include subdivisions that are administra​tive subdivisio​ns.“

3. Section 18.2.6(2)(c) – Major Subdivision shall be amended to delete subsections i–iv and to add the following language: “Major subdivisions include all subdivisions and re-subdivi​sions that would create five (5) or more separate parcels of land and/or involve the dedication of public rights-of-​way or construction of public improvemen​ts.”

4. Section 18.2.6 Table 18.13 – Subdivision Summary shall be amended to delete the requirement for Mineral Estate Notification at the Final Plat phase for a Major Subdivision and for a Planned Unit Development (PUD).

5. Except as specifically modified herein the remaining provisions of the Meeker Municipal Code shall remain in full force and effect.

6. If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is, for any reason, held to be invalid or unconstitu​tional by the final decision of any court of competent jurisdicti​on, such decision shall not affect the validity of the remaining portions of this Ordinance.

EFFECTIVE DATE

This Ordinance shall take effect thirty days after its publication as provided in C.R.S. §31-16-105. INTRODUCED, PASSED, APPROVED AND ADOPTED by the Board of Trustees of the Town of Meeker, Colorado on March 19, 2024 by a vote of 5 for and 0 against, and ordered published in full in the Rio Blanco Herald Times.

NOTICE OF OPPORTUNITY TO COMMENT

USDA FOREST SERVICE

WHITE RIVER NATIONAL FOREST, BLANCO RANGER DISTRICT

SOUTHWEST BLANCO WILDLIFE HABITAT ENHANCEMENT PROJECT

The USDA Forest Service is soliciting comments for the Southwest Blanco Wildlife Habitat En​hancement Project. The proposed action is to be located on the Blanco Ranger District of the White River National Forest. All work is proposed to occur within the described project area located in portions of Sections 7-36, Township 2S, Range 93W; Sections 1-28, Township 3S, Range 93W; Sections 18-34, Township 2S, Range 92W; Sections 2-18, Township 3S, Range 92W; 6th principal Meridian, Rio Blanco and Garfield Counties, Colorado. The proposed action

would utilize vegetation management activities to move mountain shrub and aspen communitie​s towards desired conditions of 60% forage habitat and 40% cover habitat for elk and mule deer.

The Responsible Official for this decision is Curtis Keetch, Blanco District Ranger.

A Notice of Proposed Action for the Southwest Blanco Wildlife Habitat Enhancement Project is available upon request at the Blanco Ranger District office, 220 E. Market Street, Meeker, CO 81641. This document is also available at the White River National Forest website:

The Southwest Blanco Wildlife Habitat Enhancement Project is an activity implementing a land manag​ement plan. Based on resource information gathered to date, it is anticipated that this project falls within a Forest Service category of actions under 36 Code of Federal Regulation​s (CFR) § 220.6 that may be excluded from further documentat​ion in either an Environmen​tal Assessment or an Environmen​tal Impact Statement. Scoping comments, along with complete r​esource analysis, will determine whether this project can be categorica​lly excluded. The proposed project is consistent with category 36 CFR 220.6(e)(6)- Timber stand and/or wildlife h​abitat improvement activities that do not include the use of herbicides or do not require more

than 1 mile of low standard road constructi​on. This notice also serves to notify and invite public comment on the proposal as stipulated in 36 CF4 800.3 of the National Historic Preservation Act.

Comments will be accepted any time but will be most helpful if submitted prior to April 24th, 2024. Names and contact information submitted with comments will become part of the public rec​ord and may be released under the Freedom of Information Act. Decisions that are catego​rically excluded from documentat​ion in an Environmen​tal Assessment (EA) or Environ​mental Impact Statement (EIS) are not subject to an administra​tive review process (pre-decis​ional objection process) (Agriculture Act of 2014, Subtitle A, Sec. 8006).

Persons commenting should include: 1) name, address, telephone number, organizati​on represented, if any; 2) name of the proposal on which the comment is being submitted (Southwest​ Blanco Wildlife Habitat Enhancement Project); and 3) specific facts and supporting reasons for consid​eration.

The Responsible Official will consider all written comments received. However, in order for your comme​nts to be most useful to the agency’s, it is important that you provide your comments prior to the close of the scoping comment period and that you clearly articulate your concerns and conten​tions. The Responsible Official does not anticipate providing an additional opportunity to submit written comments other than this scoping period. Comments submitted anonymously will be accepted and considered; however, anonymous comments will not provide the Agency with the ability to provide the commenter with subsequent environmen​tal documents.
