Town plans emergency access route between Robert St. and Sanderson Dr.

MEEKER |  The Town of Meeker Board of Trustees discussed plans for an emergency access connector between Robert Street and Sanderson Drive at the May 5 meeting. The board approved a 20- to 24-foot-wide emergency access road with gates.

Town Manager Margie Joy presented trustees with several possible scenarios for the connector, ranging from doing nothing to constructing a full road built to town standards. Joy said the analysis was compiled to bring years of piecemeal discussions and documents into one place and help the board move toward a decision.

The area is particularly vulnerable in emergencies, such as wildfires, with only one exit. 

The board reviewed five scenarios, including a narrow emergency trail, a 16-foot road and a wider 20- to 24-foot option more closely aligned with International Fire Code recommendations. Trustees discussed concerns including emergency evacuations, traffic control, liability, future development and the potential use of gates.

Trustees expressed concerns that emergency access be created as quickly as possible while leaving room for future improvements, and questioned whether the project moves the town closer to a long-term goal of eventually creating a permanent road connection.

Trustee Charles Day, speaking from both a trustee and fire district perspective, said evacuation situations can quickly become chaotic. 

The board also debated whether gates should remain on the connector. Some trustees expressed concern the route could become a shortcut for regular traffic, while others worried gates could slow emergency response.

Town Attorney Melody Massih advised trustees to consider potential liability issues tied to either option, including hazards created by gates or by a road not built to full town standards.

Ultimately, trustees approved “scenario four,” authorizing construction of a 20- to 24-foot-wide emergency access route with gates. According to discussion during the meeting, the project is expected to remain within the approximately $215,000 budgeted for the connector this year.

The board also reviewed a draft emergency response plan prepared by town staff. Joy said the document was intended to create a basic emergency operations framework tailored to Meeker’s vulnerabilities, including threats to the town’s water system and public facilities.

Trustees discussed emergency powers, evacuation authority, training requirements and possible future purchase of a generator to provide backup power for critical infrastructure. The board requested additional clarification regarding language tied to emergency price controls and potential resolutions that would need to be adopted before implementation.

In other business, trustees approved updated park use fees, including reducing overnight RV camping fees from the proposed $30 per night to $20 per night. Pavilion rentals were approved at $30 for a half day and $55 for a full day, while tent camping was approved at $10 per night.

During the manager’s report, Joy introduced incoming Town Clerk Dannie Massey, who is currently training with retiring Town Clerk Lisa Cook. Trustees also discussed updating the town website to include trustee email addresses and received an update on the town’s transition to new utility billing software.
