Opportunity to Object to the Morapos Creek, Wilson Mesa and Deer Creek Sheep and Goat Grazing Allotments Environmental Assessment
Curtis Keetch, District Ranger of the White River National Forest, Blanco Ranger District, has finalized the environmental assessment and finding of no significant impact, and prepared the draft decision notice for the Morapos Creek, Wilson Mesa and Deer Creek Sheep and Goat Grazing Allotments. The proposal is to re-authorize sheep grazing on the Morapos Creek, Wilson Mesa and Deer Creek allotments and identify resource management opportunities utilizing the adaptive management approach in the Grazing Management Toolbox. Notice is hereby given of the filing of a Technical Revision 107 (TR-107) to the Colowyo Coal Mine, Mining Permit No. C-1981-019, by the Colowyo Coal Company L.P., 5731 State Highway 13, Meeker, CO. 81641, with the Colorado Division Reclamation Mining and Safety, Colorado Department of Natural Resources, 1313 Sherman Street, Room 215, Denver, Colorado 80203. TR-107 proposes topsoil haulage and a small area exemption to reclaim the footprint that contained the Lower Administration Building. NOTICE OF PROPOSED DECISION
The Colorado Division of Reclamation, Mining and Safety proposes to approve with conditions Permit Revision Application No. 4, submitted by Colowyo Coal Company L.P. for a coal mining permit atthe Colowyo Coal Mine (Permit No. C-1981-019). Colowyo proposes a revision to the mine plan for the Collom area. This entails removal of one of the planned pits (Little Collom X), a significant decrease in the size of the proposed spoil pile, and all associated changes, including sediment control structures. The Colowyo Coal Mine is a surface operation located in Moffat and Rio Blanco Counties, approximately 28 miles south of Craig, Colorado. Coal interest is federal, state and private and the surface to be affected is federal, state and private land. The permit area encompasses approximately 29,075.74 acres. This proposed decision is based on a finding that the proposed operation will comply with all requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101, et seq., C.R.S., and the regulations promulgated thereunder. Copies of the proposed decision, including any stipulations are on file for public inspection at the Colorado Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colorado 80203; Moffat County Clerk and Recorder, 221 W Victory Way, Craig, CO 81625; and Rio Blanco County Clerk and Recorder, 500 Main Street, Meeker, CO 81641. Persons with an interest that may be adversely affected by the proposed decision may request a formal hearing before the Mined Land Reclamation Board on the proposed decision. Such request must be made within thirty (30) days of the initial publication of this notice, must be in writing, and must state with reasonable specificity the reasons for the request and the objections to the proposed decision.
