REQUEST FOR PROPOSALS – The Ninth Judicial District Victim Assistance and Law Enforcement (VALE) Board is seeking grant applications from agencies and organizations to provide assistance services to crime victims. The funding cycle is January 1, 2012 through December 31, 2012. The board is committed to funding programs which provide direct services to crime victims and implement the Victims’ Rights Amendment. They may also consider scholarships for training that is related to the welfare of victims. Revenue for this fund is generated from a surcharge or fees assessed to people who are convicted of felonies, misdemeanors, traffic offenses and fish and game violations. These funds are authorized by Title 24, Article 4.2, Colorado Revised Statutes. The primary purpose of the VALE grant funding is to assist programs in the judicial district that directly serve crime victims. PRIORITY CATEGORIES: 1) In accordance with 24-4.2-103(5), priority use for moneys in the fund shall be the implementation of the rights afforded to crime victims pursuant to Section 24-4.1-302.5 and for provision of the services delineated pursuant to Sections 24-4.1-303 and 24-4.1-304 related to all crimes as defined by Section 24-4.1-302 and 2) Services outlined in Section 24-4.2-105(4) C.R.S. During the 2010 18-month grant cycle the board awarded a total of $439,921.50 to 13 agencies that provide services to victims in Garfield, Pitkin and Rio Blanco Counties. It is anticipated that approximately $325,000.00 will be available for the 2012 12-month grant cycle. Commission staff has requested that the Commission issue an order calling or foreclosing the remaining West Hawk financial assurance bond for purposes of assisting in the recovery of costs associated with the properplugging and abandonment of the former West Hawk wells.   • Mormon crickets have hatched near Rangely. They were all sighted on BLM land north of Hwy. 64 near the junction of CR 96 and CR 1, down a dirt road near the Moffat County line.  The picture shown was taken yesterday by Mary Meinen from Rangely. She says the crickets are about the size of a ladybug (less than 1/2”). Some of them are actually yellow in color but most of them are darker. They are milling around and getting ready to start moving soon. Note: Photo is not to scale.
Rio Blanco County and the White River and Douglas Creek Conservation Districts are still asking for your help to identify additional hatch-outs of crickets so that control efforts can be put in place. The success of the program will highly depend upon local landowners and the public helping to locate crickets as soon as they hatch.  See last week’s paper for a list of ways to help or contact the County Weed & Pest District at 970-878-9670 or the Conservation District office at 970-878-9838 with any questions.   • The winning teams and individuals for the 18th annual White River Community Association Buy-Fly Fishing Tournament are as follows. Individual top weight catch was Dave Metrovich and longest fish was Kevin Massey. First place team won by Rio Blanco Abstract: Erik Eckman, Adam Parrett, Dave Metrovich and Wayne Kirkpatrick. Second place team was Drake Consulting: Travis Kaiser, John Douglas, Tony Bartolomucci and Bob Brandeberry. Third place team Mr. Rogers and the Hood (accepted by Doug Rogers) Gary Rogers, Mark Beauchamp, Kyle Schutte and Rick Gunter. The white fish have been frozen and will be served at the annual White River Community Association fish fry fundraiser in June.
