MEEKER | Meeker’s Jacob Phelan has been named to the Dean’s List at Black Hills State University in Spearfish, S.D., for the Fall 2018 semester. Phelan is studying business administration. To make the Dean’s List, he had to maintain a grade point average of 3.5 or higher.
