NOTICE OF FINAL SETTLEMENT
Notice is hereby given that the Town of Dinosaur (Owner) has established June 10, 2019 as the date of final settlement with Colorado West Contracting (Contractor) for work in connection with the Wastewater Treatment Plant Improvements, Phase IIIA Project.
1. Any person, co-partnership, association, or corporation who has an unpaid claim against the said project, for or on account of the furnishing of labor, materials, equipment or other items used or consumed by the Contractor or his Subcontractors in or about the performance of the Work, may at any time up to and including said time of final settlement, file a verified statement of the amount due and unpaid on account of such claim.
2. All such items shall be filed with the Town of Dinosaur, Attention: L.D. Smith, Mayor, P.O. Box 238, Dinosaur, CO 81610.
3. Failure on the part of a creditor to file such statement prior to such final settlement will relieve the Contractor and Owner from any and all liability for such claim.

RIO BLANCO COUNTY
CR 5 STOCKPASS 5 REPLACEMENT PROJECT
REQUEST FOR BID
Rio Blanco County is seeking a qualified contractor to replace a sub-standard bridge with a 10’ x 9’ concrete box culvert (pre-cast), remove 52 lin. ft. of culvert, install 59 lin. ft. of 36” drainage pipe, re-align 1,256 feet of roadway, place 1,736 tons ABC Class 6, and place 1,217 tons of Hot Mix Asphalt. Construction specifications will follow the “2017 Colorado Department of Transportation’s Standard Specifications for Road & Bridge Construction”. Project Special Revisions and Standard Provisions applicable to this project are included with the Bid Package. A State of Colorado DOLA Energy Impact Assistance Grant is funding 50% of the project costs.
BID DOCUMENTS: Bid Documents shall be available on May 16, 2019 on-line at www.govbids.com/scripts/co1/public/home1.asp, or on the county’s website at www.rbc.us on the Business/Purchasing/Bid Postings page.
BIDDER QUALIFICATIONS: Vendors must be listed on the most current CDOT Pre-qualified Contractor Listing. Bidder must also be listed as a Business in Good Standing on the State of Colorado Secretary of State Business Listing.
PROJECT ENGINEER AND QUESTIONS: Van Pilaud, County Engineer, (970) 878-9590, Fax (970) 878-3396. All Bidders are advised to examine the site and become familiar with all conditions. Any questions regarding this Project are to be directed in writing to Van Pilaud before 5:00 P.M. on June 4, 2019 at the above address or fax number.
WORK SCHEDULE: Project shall be complete by October 31, 2019. The Contractor shall not start work until Right-of-Way acquisition has been completed and a BLM Notice to Proceed has been issued. Rio Blanco County expects this process to be completed within three weeks after bid opening.
MANDATORY PRE-BID MEETING: Bidders must attend the mandatory pre-bid meeting: June 3, 2019 at 10:00 A.M. at the Rio Blanco County Road & Bridge Dept., 570 Second Street, Meeker.
BID SUBMITTALS: Bidder shall submit sealed bids for this project which shall include all information required by the contract documents. Bids shall have Bidder’s name and address and “SEALED BID – 2019 CR 5 SP 5 REPLACEMENT PROJECT” printed on the outside.
Each bid must include a certified check or cashier’s check in the amount of not less than five percent (5%) of the total bid, made payable to Rio Blanco County, or by a bid bond in like amount executed by a surety company.
Mailed bids are due no later than 4:00 P.M. on Friday, June 7, 2019. Do not depend on overnight delivery. Mailing Address: Rio Blanco County Commissioners, Attn: Vicky Edwards, P.O. Box 599, Meeker, CO 81641.
Hand delivered bids will be accepted from 8:00 A.M. to 10:45 A.M. on June 10, 2019. Hand-delivery address: Rio Blanco County Commissioners, 555 Main St., 3rd Floor Commissioners’ Board Room, Meeker, CO 81641.
BID OPENING
Bids shall be opened and read in public at 11:15 A.M. on June 10, 2019 at the Rio Blanco County Courthouse, 555 Main Street, 3rd Floor Board Room, Meeker, CO. Bids submitted after 10:45 A.M. will be returned not opened. Bids submitted and opened shall not be withdrawn for 30 days thereafter.
BID AWARD:
Rio Blanco County is in the process of obtaining a small parcel for right-of-way and a BLM Notice to Proceed. A Notice of Award cannot be issued until these documents are received by Rio Blanco County.
Construction efficiency and timely completion are major considerations for the award of this project. A realistic construction schedule is required to be submitted with bid. A bar chart showing the salient features as set forth in the specifications is acceptable.
BID PREFERENCE
C.R.S. 8-19-101, et.seq, shall be observed on all construction contracts on public projects. The law states that when a construction contract for a public project is to be awarded to a bidder, a resident bidder shall be allowed preference against a nonresident bidder from another state equal to the preference given or required by the state in which the nonresident bidder is a resident.
COLORADO LABOR
C.R.S. 8-17-101 states “whenever any public works project financed in whole or in part by funds of the state, counties, school districts, or municipalities of the state of Colorado are undertaken in this state, Colorado labor shall be employed to perform at least eighty percent of the work. The governmental body financing a public works project shall waive the eighty percent requirement if there is reasonable evidence to demonstrate insufficient Colorado labor to perform the work of the project and if compliance with this article would create an undue burden that would substantially prevent a project from proceeding to completion”.
BID AWARD
The Rio Blanco County Board of County Commissioners reserve the right to reject any or all bids; to waive any informalities in bids; and to accept the bid that, in the opinion of the Board, is in the best interest of the County of Rio Blanco, State of Colorado.
