Rangely town board update


RANGELY | On June 28, 2022, the Town of Rangely Board of Trustees convened to hold their bi-monthly meeting to conduct town business. It was a particularly eventful meeting with special recognition presented by Chief Hamblin, a presentation by Marketing/Economic Development Coordinator Jeannie Caldwell, and public input. After Mayor Andy Shaffer called the meeting to order, the routine proceeded with roll call, Invocation offered by Todd Thayn, and the Pledge of Allegiance.

Rangely resident Tammy Dahle addressed the board to seek guidance on beginning the process and understanding the requirements to open an artist co-op gallery. Dahle has been exploring locations and consulting with local artists. She knows about 15 artisans who would like to participate in this venture. Town Manager Lisa Piering offered guidance about the requirements and promised support for her goal of the gallery.

Police Chief Ti Hamblin addressed the Board to share a positive story of Dispatcher Tracy Cook’s brave and diligent performance under pressure. Recently, one of the officers had a medical emergency that required Cook’s ability to respond appropriately concerning her officer and her post. Hamblin expressed his gratitude to Cook for her expert response as he presented her with a Letter of Commendation.

Marketing/Economic Development Coordinator Jeannie Caldwell presented her presentation to the Board of Trustees to help promote Rangely and increase awareness of the things that Rangely has to offer. One of her priorities has been growing the town’s social media presence. Caldwell highlighted several magazines that have recently published ads and other features on Rangely, including The Gazette, USA Today, and OutThereColorado. Several other articles are in publication to be published later this year. Colorado Tourism was recently in town to do photoshoots at local locations. A new tourism website is a large-scale project that Caldwell has been working on, and she anticipates that it will be live in July 2022. The board was able to preview a sneak peek at the website and its features. Mayor Andy Shaffer thanked Caldwell for pouring her heart into her work and commented, “it’s not just a job for you.”

Trustee Don Davidson shared the news that a producer named David Tice would be touring Rangely and its facilities. Tice’s goal is to produce a documentary that showcases “projects that Rangely has in place to support its energy future and doing some cool things with the economy,” said Davidson. Davidson and Mayor Andy Shaffer had an agreeable conversation about making decisions on behalf of the council and ensuring that decisions are introduced to the board via Town Manager Lisa Piering.

Marlo Coates from Colo CPA Services presented the 2021 Audited Financial Statement to the Board and discussed a few minor items for the new Trustees. The town was presented with an unmodified opinion that there was nothing materially wrong with the financial accounts. These financial statements are used to communicate the town’s financial standing and assists in deciding how much funding the town receives from other government entities. The board approved the statement as presented.

The board also discussed and approved Resolutions 2022-06 and 2022-07 to amend and restate the Town of Rangely Police Department Money Purchase Plan and the Town of Rangely Public Employees Money Purchase Plan.

Informational items included: Area on Aging of NW Colorado Community Conversation Aug. 29, 2022, 9:30 a.m. at the Radino Center and information issued from Garfield County about locking vehicles to prevent theft.
