ORDINANCE NO. 8, Series 2011 AN ORDINANCE SETTING FORTH THE BALLOT ISSUE TO BE SUBMITTED TO THE TOWN OF MEEKER REGISERED ELECTORS AT THE TOWN OF MEEKER REGULAR MUNICIPAL ELECTION TO BE HELD ON APRIL 3, 2012. WHEREAS, the Town of Meeker (Town) and the Eastern Rio Blanco County Health Service District (District) through a Memorandum of Understanding (MOU) provided for the Town’s conveyance and transfer of the Walbridge Memorial Convalescent Wing, including the real property and all improvements, (collectively, Walbridge Wing) and the assets of the Meeker Hospital Fund (Fund) by the Town to the District, subject to certain conditions, including: court authorization and the approval of a Town ballot issue, as described hereinafter; and the Town of Meeker Board of Trustees (Town Board) authorized the execution of the MOU by adoption of Resolution No. 10, Series 2010, at a regular Town Board meeting; and, WHEREAS, the MOU provided that the Town’s conveyance and transfer of the Walbridge Wing and the assets of the Fund required the filing of a joint declaratory action for the clarification of the Court Decree entered by the Rio Blanco County District Court in Civil Action No. 1131 on March 12, 1958, and requesting a determination by the District Court to provide for the Town’s transfer of the Walbridge Wing and the assets of the Fund to the District, subject to the matter being submitted to the Town’s registered electors as a ballot issue at a Town election, in a form as set forth in the MOU; and, WHEREAS, the Town and the District, subsequently, filed the declaratory action through a Joint Motion and Stipulation for Supplemental Order with the District Court and on September 21, 2011, the District Court entered a Supplemental Order amending and supplementing the Court Decree entered on March 12, 1958 by authorizing and empowering the Town to convey the Walbridge Wing and the assets of the Fund to the District “for the purposes of the Walbridge Memorial Convalescent Wing or its successor and for no other purpose.”, with the Supplemental Order taking full force and effect upon the passage of a Town ballot issue approving said conveyance and transfer, in a form as set forth in the Supplemental Order. WHEREAS, a public hearing was held on December 12, 2011, at a special meeting of the Town Board at Town Hall, 345 Market Street, Meeker, Colorado, to which public hearing notice was given in the Rio Blanco Herald Times newspaper, published December 8, 2011; and, WHEREAS, at such public hearing, the public was given the opportunity to voice its opinion concerning the ballot issue and related matters and a presentation was made by the Town Attorney concerning the matter, which information has been given full consideration by the Town Board; and, WHEREAS, the Town Board on the basis of the evidence produced at said public hearing has made the following determination of fact: 1) That the April 3, 2012 regular municipal election meets the requirements of the laws of the State of Colorado, including the Mail Ballot Election Act, the Colorado Municipal Election Code of 1965, and the Meeker Municipal Code; and, 2) That the hearing before the Town Board was complete and that all persons had an opportunity to speak; and, 3) That the submittal of the ballot issue at the April 3, 2012 Town regular election is in compliance with the September 21, 2011 Supplemental Order of the Rio Blanco County District, Civil Action No. 1131. From the far right, excluding those that have been mentioned, Averee Woodward, Joelle Soler, Mia Pinzon, Aurora Stalling, and Kailynn Watson all played scramble. This was Pinzon’s, Stalling’s and Watson’s first tournament as Meeker High School girl golfers. “It’s going to be a great season,” ended Back.

The winter’s snow and ice layers suffocate the fragile bent grass putting surfaces and getting the snow off allows Mother Nature to start her healing process earlier.
“For 50 years I’ve waited to see Meeker’s greens come out this nice,” said Jim Cook, who is returning to help at the course.” Hats off to Hunter and Matt Fellows who did an excellent job applying the snow mold preventative last fall which has made all the difference this year.”
Board members and volunteers are very hopeful that this will be a turnaround year for the local 9-hole course which plans an early April opening, weather permitting.
